The Chief Financial Officer (CFO) administers the County Budget, Treasury, Accounting and Internal Controls, assuring compliance with all federal, state and local laws. The CFO provides financial support to all county departments in the implementation of goals and objectives established by the Board of Commissioners; advises county officials on debt matters, accounting issues, and other financial matters; analyzes financial data, and makes recommendations to assist county management in making financial decisions.  Several responsibilities fall under the administration of the Finance Department: Accounting, Accounts Payable, Accounts Receivable, Budget, Financial Reports, Treasury, Procurement, and Payroll.

The position of CFO is held by Rhonda Blissit, who was appointed to the position effective March 5, 2018. Holding licensure as a Certified Public Accountant, she is a graduate of Clayton State University, where she earned a BBA in Accounting. Her prior work includes serving as CFO for the Jasper County Board of Commissioners; Tax Manager at Mauldin & Jenkins LLC; Personal Property Tax Supervisor with the Henry County Tax Assessor’s Office and related work as a CPA in various firms.

She is a member of both the American Institute of Certified Public Accountants and the Georgia Society of Certified Public Accountants. A resident of Butts County, she is the first CPA to hold the position of Chief Financial Officer for the County.
