The County Manager’s Office is a function of the Board of Commissioners, charged with managing and administrating the day-to-day operations of the County Government and ensuring that the policies and local legislative decisions of the Board is carried out by the departments and personnel under the Board.

The County Manager’s office is also responsible for facilitating and executing strategic external partnerships at the local, regional, state and federal levels. It maintains high levels of legislative tracking that allows the County to foresee and respond to emerging issues that can potentially affect its operations as well as for analyzing and helping to shape public policies that will create business and economic opportunities for the County, managing the County’s reputation, brand, and image at all levels and working with community partners to ensure a structured, positive future for Butts County.

This office operates effectively through the process of collaborating and partnering with key and strategic stakeholders in the best interests of all involved and representing the elected Board of Commissioners in their outreach and effectiveness in local governance. The importance of a fiscally responsible, efficient and responsive government cannot be overstated.

The County Manager oversees the functions of the Administration Department as well, which includes Finance, Human Resources, Records and Legal, plus several departments including Code Enforcement, E-911, Emergency Services, Facilities, Parks and Recreation, Planning and Development, Public Works and the Senior Center. The County Manager also coordinates management processes with several elected officers and appointed boards overseeing Courts, Elections, Law Enforcement, Library, Tax Assessments and Tax Collections.

Brad Johnson was appointed County Manager on November 16, 2020 with an effective date of January 1, 2021; prior to his appointment, he had served as the Assistant County Manager of Henry County for nearly four years. His total tenure with Henry County spanned over 32 years, 28 of which were served in the Henry County Fire Department, where he rose through the ranks to the position of Deputy Fire Chief.

Mr. Johnson also served a number of years concurrently with the Butts County Fire Department as a Firefighter, Paramedic, Assistant Fire Chief and Fire Chief. During his time with the Fire Department, he helped transition the department from a rural, mostly-volunteer department into a full time, combined Fire & EMS agency, which is currently the second largest department in the Butts County government.

He is a graduate of Jackson High School, as well as West Georgia Technical College and Waldorf College, where he earned a Bachelor of Science in Fire Services Administration. He also holds numerous certifications in public safety, as well as the Certified County Official designation from the University of Georgia. In his previous position, he assisted in the management of a county government with over 1700 employees and a $160m budget. He is the 9th person to hold the Office of Butts County Manager since its inception in 1991.

Mr. Johnson is a lifelong resident of Butts County and he resides in Jackson with his wife Lisa. They have two adult sons, Kevin and Nicholas, two daughter-in-laws and two grandchildren.

Michael Brewer has been employed with Butts County since 1986 and with the Board of Commissioner’s Office since 2002. He has held the positions of EMT, Assistant Director and Director of E-911, Director of Emergency Management, County Clerk, Personnel Administrator, Director of Operations, County Manager and Deputy County Manager, his current position, in which he has served a total of nine years.

Since 2015, he has been tasked with enhancing the County’s relationship with State legislative and administrative officials, associated stakeholders, partner local governments, and other County staff, to help influence decision making that supports the County’s mission and strategic plan at the Local, Regional and State level. His position requires an integration into the political landscape and staying informed of legislative and regulatory developments that can affect the County’s objectives in order to strategize and execute actions that achieve the desired outcomes. He is responsible for legislative and regulatory analysis, policy recommendations, establishing and advocating for legislative positions on state legislation for the County, and keeping the County’s key leadership up-to-date on any changes in legislation, regulations, or other policies that might affect the way the County does business.

He assists in areas which relate directly to the advancement of the County. He works and collaborates with partner local governments, including the Cities of Jackson, Flovilla and Jenkinsburg, local Authority Boards and the Butts County School System, as well as State government, plus other community organizations, to provide an integrated service delivery strategy and to further the working relationships among all affected parties.

He is a native of Butts County and a graduate of Jackson High School, as well as Southern Crescent Technical College and Emory University’s Candler School of Theology. He also holds numerous certifications from the Georgia Public Safety Training Center, the Federal Emergency Management Agency and the University of Georgia. He is married and has one adult son.

Morgan Morris is the County’s first full time Communications & IT Director. In her position, she oversees messaging and outreach for the County, through interfacing with all departments of the County, the County Manager’s Office and the Board of Commissioners to maintain the County’s reputation, brand, and image on the local, regional and state level. She also oversees Information Technology matters on an in-house basis, serving as the point of contact between the County and its external I.T. management service contractors.

Morgan is a graduate of Jackson High School, as well as from Southern Crescent Technical College, where she earned a degree in Website Design and Development. Prior to her employment with Butts County, she served as the Marketing Coordinator for the Butts County Chamber of Commerce, as well as a Web & Graphic Designer for Jones Petroleum. She has also worked part-time for Butts County since January of 2023, when she was temporarily hired to handle messaging and other key tasks following a series of disastrous tornadoes that struck the County.

Morgan is an active resident and member of the Butts County community, including her involvement with the Chamber of Commerce and as a member of the Jackson-Butts County Rotary Club. She has also been actively involved with Butts Mutts for many years, an organization that rescues, foster and arranges adoption for unowned dogs.
