Section 1: Workshop
Chairman Joe Brown called the workshop to order at 5:30 PM with all Members seated. Items discussed included:
25. Discussion on Pending Zoning Matters (3)
26. Discussion on Midyear Board Appointments
27. Discussion on Van Purchases
28. Discussion on Reapportionment of CARES Act Funding
Following these discussion items, the workshop was adjourned at 5:47 PM.
Section 2: Opening of Meeting
Chairman Brown opened the July meeting at 6:00 PM. The Invocation was given by Commissioner Henderson and the Pledge of Allegiance was conducted.
Item 2021-07-125: Approval of Docket
Mr. Douglas made a motion to approve the docket, seconded by Mr. Henderson, with unanimous consent.
Item 2021-07-126: Approval of Minutes
Mr. Douglas moved to approve the minutes, seconded by Mr. Crumbley, with unanimous consent.
Section 3: New Business Presentations
Public Affairs
Item 2021-07-127: Special Recognitions
The Board heard Special Recognitions from Belinda Davis, who introduced the new Director of DFACS and from Antonio Fish of Leisure Services who recognized the 8U and 10U All Stars Baseball Teams. No action was required.
Community and Economic Development
Item 2021-07-128: Public Hearing: Modification to Zoning Conditions on Woodlands Preserve
Chairman Brown opened a public hearing on this item. The applicant’s representative, Daniel Fields, of B & B Homes, spoke in favor of and no one spoke against the modification. The public hearing was closed. Following questions, Mr. Henderson moved that condition modification be granted in exchange for the following provisions, seconded by Mr. Crumbley with unanimous consent:
1) For the remaining 80 vacant lots, the minimum heated square footage shall be 2,000 square feet.
2) For the remaining 80 vacant lots of those which are one acre or greater, the homes shall have a side-entry garage where feasible as determined by the Butts County Zoning Administrator.
Item 2021-07-129: Public Hearing: Rezoning on HD Truck Repair from C-2 to M-2
Chairman Brown opened the Public Hearing. The applicant, Tony Norsworthy, spoke in favor of the rezoning and no one spoke against it. The hearing was closed. Mr. Crumbley moved to approve the rezoning, seconded by Mr. Rivers with unanimous consent.
Item 2021-07-130: Public Hearing: Special Use for HD Truck Repair for Salvage Yard
Chairman Brown opened the Public Hearing. The applicant, Tony Norsworthy, spoke in favor of the rezoning and no one spoke against it. The hearing was closed. Mr. Crumbley moved to approve the rezoning, seconded by Mr. Rivers with unanimous consent.
Governmental Affairs
Item 2021-07-131: County Resolution CR202119 Mid-Year Appointments to Boards
Mr. Brewer presented the resolution to the Members requesting they authorize the Chairman to sign the Resolution which reappoints members to the Water Authority, Zoning Commission, Construction Board of Appeals, DFACS and Elections. Mr. Douglas moved to approve, seconded by Mr. Henderson with unanimous consent. The Resolution shall be recorded in the Book of Resolutions, Volume 1.
Budget and Fiscal Affairs
Item 2021-07-132: Authorization to Order & Purchase Transportation Vans
County Manager Brad Johnson requested the Board approve the ordering of two new high-rise transportation vans for Leisure Services under State Contract at a price of $39,703.00 per unit from SPLOST. Mr. Rivers moved to purchase, seconded by Mr. Crumbley with unanimous consent.
Item 2021-07-133 Authorizing to Reapportion CARES Funding
Upon the recommendation of the County Manager, Mr. Douglas made a motion to reapportion $164k of CARES Act funding to the judicial wing construction project to cover additional costs incurred due to COVID distancing, shielding and protection. Mr. Crumbley seconded and it passed unanimously.

Item 2021-07-134 Monthly Reports of Information
Reports were given by the Chief Financial Officer, the Deputy County Manager and the County Manager on the various affairs of the County.
Section 4: Concluding Business
Item 2021-07-135 Adjournment Motion
Without a need for Executive Session, Mr. Douglas then moved to adjourn, seconded by Mr. Rivers with unanimous consent. The meeting was thus adjourned at 6:43 PM.
Ratified this 13th Day of September, 2021 (Note: The August 2021 Meeting was cancelled)
