Minutes of the Board of Commissioners for April 10, 2023

A workshop was held at 5:30 PM to discuss the following items.

62. Renewal of the Caterpillar Lease Agreement with Yancey Equipment Mr. Kip Washington

63. Entering into a contract with Hofstadter & Associates for LMIG Management Mr. Kip Washington

Regular Meeting 6:00 PM
Mr. Douglas called the meeting to order at 6:00 pm. All Members were in attendance.

Item 2023-04-066 Adoption of the Docket
Mr. Brown moved to approve the docket, seconded by Mr. Rivers and approved with unanimous consent.

Item 2023-04-067 Approval of Minutes
Mr. Henderson moved to approve, seconded by Mr. Crumbley with unanimous consent.

Item 2023-04-068 Recognition of Retiree
The Board recognized retiring County employee Kenny Sims for 24 years of service with the County, first in Parks and Recreation and in the Sheriff’s Office. Mr. Sims made remarks and was presented with a plaque.

New Business
Item 2023-04-069 & 070 Consent Agenda
Mr. Rivers moved to approve items 69 (Caterpillar Lease for mini-excavator and cutting arm) and 70 (Hofstadter Contract for LMIG management) as part of the Consent Agenda, which included resolutions affirming these actions. This was seconded by Mr. Brown and approved with unanimous consent.

Item 2023-04-071 Finance Officer’s Report
Ms. Blissit presented the financial report. She stated that with 75% of the budget year complete, the County had received 97% of anticipated revenues for the year and had expended 73%, noting that we were under budget and over on collections.

Item 2023-04-072 Deputy County Manager’s Report
Mr. Brewer presented the monthly operations report comparing March 2023 numbers to March 2022 numbers and showing growth in public safety call volume

Item 2023-04-073 County Manager’s Report
Mr. Johnson gave the County Manager’s report and updated the Board on new vehicle arrivals and the closing out of the tornado debris cleanup projects with Southern Disaster Recovery and Debris Tech.

Item 2023-04-074 Executive Session
Mr. Crumbley moved to enter Executive Session for Personnel & Legal, seconded by Mr. Brown with unanimous consent. Later the board reconvened and Mr. Welch reported that a personnel matter and an update on litigation were discussed. Mr. Brown moved to adjourn, seconded by Mr. Rivers with unanimous consent.
