A RESOLUTION OF THE BOARD OF COMMISSIONERS OF BUTTS COUNTY TO REINSTATE THE POSITION OF DIRECTOR OF COMMUNITY DEVELOPMENT; TO AMEND COUNTY RESOLUTION 202010 TO REFLECT THE ADJUSTED NUMBER OF FULL TIME, BENEFITTED POSITIONS; TO AUTHORIZE THE CHAIRMAN OF THE BOARD OF COMMISSIONERS TO SIGN THE RESOLUTION ON BEHALF OF THE BOARD; TO AUTHORIZE THE CLERK OF THE 123RD SESSION TO ATTEST ALL DOCUMENTS AND CAUSE TO BE IMPLEMENTED THE EFFECTS OF THIS RESOLUTION; AND FOR ALL OTHER RELATED AND LAWFUL PURPOSES.

WHEREAS, Butts County is a duly created and validly existing political subdivision of the State of Georgia under the Constitution and laws of the state of Georgia and governed by the Butts County Board of Commissioners, and;

WHEREAS, the Butts County Board of Commissioners, the governing body of the county is charged with executing contracts for goods, services, professional consulting services and related needs of the County, and;

WHEREAS, it is the desire of the Members to re-establish the position of Community Development Director to oversee the personnel and operations of the Planning and Development Department, and;

WHEREAS, it is the desire of the Members to direct the Administration to advertise and secure a qualified and suitable appointee to serve in the aforementioned capacity for the purposes of carrying out the aforementioned intent of this Resolution, and;

WHEREAS, it has been determined by the Administration that existing funds within the allocated budget already exist that can be used to fill this need, now, therefore be it:

RESOLVED, that the Members hereby declares that the foregoing preamble and whereas provisions set forth hereinabove constitute, and shall be considered to be, substantive provisions of this Resolution and are hereby incorporated by reference into this provision, and;

BE IT FURTHER RESOLVED the Board of Commissioners does reinstate the position of “Community Development Director, effective April 12, 2021 and authorizes the Administration to secure and appoint an incumbent for this position as determined by the County Manager with concurrence of the Board of Commissioners, and;

BE IT FURTHER RESOLVED that a full time, benefitted position of “Director of Community Development” is recreated and is assigned to the Planning and Development Department and its successors in title and function, to include Merit System position allocation, compensation and benefits, and:

BE IT FURTHER RESOLVED that the temporary position of Special Projects Director is hereby abolished, said position having concluded its assigned duties and therefore being no longer needed, and;

BE IT FURTHER RESOLVED that the Chairman of the Board of Commissioners is authorized to sign and execute any and all documents that substantially support the terms and conditions of this Resolution and authorizes the County Manager or their designee to carry out all terms and conditions of this Resolution and any associated documents lawfully signed, sealed and executed, and;

BE IT FURTHER RESOLVED that this Resolution authorizes and specifically amends County Resolution 2020-10 which sets the number of full time, benefitted employees of Butts County to remain at 241, due to elimination of another position, and;

BE IT FINALLY RESOLVED that the Board authorizes the Chairman of the Board of Commissioners to sign this Resolution on their behalf and authorizes the Clerk of the 123rd Session to attest all signatures and transmit this document to the appropriate entities of Butts County.
