Minutes of the Board of Commissioners for November 14, 2022

The Butts County Board of Commissioners held their November workshop and meeting on the 14th day of the month. The workshop convened at 5:30 PM and covered 1). A presentation by RSH on the I-75 Southwest Transportation District, 2). A presentation on a 911 Memorandum of Understanding with Newton County 911, 3). The purchase of ten pickup trucks from Brannen Motor Company of Unadilla, and 4). A purchase of Lucas CPR devices uses a grant of funding from the Hospital Authority. Following the workshop, the regular meeting began. Chairman Brown called the meeting to order at 6:00 pm. Also in attendance was Commissioners Russ Crumbley, Keith Douglas, Robert Henderson, and Ken Rivers.

Item 2022-11-174 Adoption of the Docket
Mr. Brewer presented the docket and requested approval. Mr. Rivers moved to approve the docket, seconded by Mr. Crumbley with unanimous consent.

Item 2022-11-175 Approval of Minutes
Mr. Brewer presented the minutes and requested approval. Mr. Rivers moved to approve the docket, seconded by Mr. Crumbley with unanimous consent.

Item 2022-11-176 and 177 Special Presentations
The Board recognized the Senior Gold Olympics medal winners and the County Finance Team for receiving the Certificate of Excellence.

OLD BUSINESS

Item 2022-09-164 Approval of Special Use for Airstrip (Private)
Mr. Vaughan presented updated information on this Special Use and notified the Board that changes in the site plan had been accomplished as desired. Mr. Rivers moved to approve, seconded by Mr. Douglas with unanimous consent.

NEW BUSINESS

Item 2022-11-178 Consent Agenda
Mr. Rivers moved to approve the Consent Agenda, seconded by Mr. Crumbley with unanimous consent. Items:

A. Resolution CR202255 Approving Memorandum of Understanding with Newton County 911
B. Resolution CR202256 Approving Purchase of Pickup Trucks
C. Resolution CR202257 Approving Purchase of CPR Devices

Item 2022-11-179 Reports
Ms. Blissit gave the financial report. 48% of the annual budget revenue has been received and 31% expended, which is excellent.

Mr. Brewer gave the operations report on departments, noting that several departments had seen increased numbers in service delivery.

Mr. Johnson gave the County Manager’s Report and noted the upcoming meeting at GDOT Headquarters and commended the assistance received by law enforcement agencies from all over the region responding to an officer shooting call that occurred the previous day.

Item 2022-11-180 Adjournment
Without need for Executive Session, Mr. Rivers moved to adjourn the meeting, seconded by Mr. Crumbley with unanimous consent.
