The Butts County Board of Commissioners held a Called Meeting at 6:00 p.m. on Monday, October 24, 2022 in the Butts County Administration Building, 625 West Third St., Jackson, Georgia. Notice of this meeting was posted in the entrance foyer of the Administration Building.
Chairman Brown called the meeting to order at 6:00 pm. Also in attendance was Commissioners Russ Crumbley, Keith Douglas, Robert Henderson, and Ken Rivers.
Item 2022-10-168 Adoption of the Docket
Mr. Brewer presented the docket and requested that docket item 2022-08-147, a rezoning application for a solar farm, be withdrawn from the docket and dismissed due to the applicant rescinding the application. He also requested that item 2022-09-164, a special use for a private air strip, be continued to the November docket due to needed supporting documentation not having been submitted in a timely manner to allow staff consideration of the supporting documentation. Mr. Crumbley then requested that the Board add and approve a resolution supporting and requesting safety improvements at Georgia 16 West, England Chapel and High Falls Road. Mr. Douglas moved to approve the docket, seconded by Mr. Crumbley with unanimous consent.
OLD BUSINESS
Item 2022-08-147 Rezoning of 95+ acres at Bucksnort Road and 36
Mr. Vaughan presented the final recommendations of the Planning Commission. Chairman Brown made a motion to approve the rezoning, with all conditions recommended by the Planning Commission to be in force, seconded by Mr. Rivers with unanimous consent. Conditions may be referenced in the minutes of the Planning Commission.
Item 2022-08-148 Public Hearing on Rezoning for River Park Phase 3
Brad Vaughan and Andy Welch presented the resolution and ordinance for approval by the Board. Prior to approval, Mr. Crumbley requested that the maintenance bond on the parkway associated with the Phase 3 development be raised to $1,000,000.00 (one million dollars). Without objection, Mr. Rivers then made a motion to approve the resolution and ordinance, with a one-million-dollar maintenance bond, seconded by Mr. Henderson and approved with unanimous consent.
NEW BUSINESS
Item 2022-10-169 Public Hearing on Development Impact Fees
A public hearing was held on development impact fees, which are being reevaluated and revised. Bill Ross & Associates presented material to the board, after which a public hearing was opened. No one spoke in favor of or against the impact fees, and the public hearing was closed with no further action taken.
Item 2022-10-170 Resolution CR202251 Awarding Fire Equipment Bid to Ten-8 Fire Supply
Chief Wilson presented the Resolution, which awards a bid for fire equipment to be purchased for the two new fire engines scheduled to arrive later this year. Mr. Rivers made a motion to approve, seconded by Mr. Crumbley with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 2 as referenced in these minutes.
Item 2022-10-171 Resolution CR202253 Supporting Safety Improvements at 16/England Chapel Road
Mr. Crumbley made a motion for Mr. Brewer to draft and for Chairman Brown to sign a Resolution supporting safety improvements needed at Georgia 16/England Chapel Road/High Falls Road and to transmit this to GDOT immediately. Mr. Rivers seconded and the Resolution passed with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 2.
Item 2022-10-172 Executive Session for Litigation Discussion
With the conclusion of the items listed on the Docket, Mr. Welch requested an Executive Session for Litigation. Mr. Douglas moved to enter, seconded by Mr. Crumbley with unanimous consent. Shortly afterwards, Mr. Douglas moved to reconvene, seconded by Mr. Rivers with unanimous consent.
Mr. Welch reported that he had given the Board an update on litigation pertaining to the proposed rock quarry in the Fincherville area, as well as an update on an injunction filed by the County against a residence.
Item 2022-10-173 Adjournment
Without further business, Mr. Rivers moved to adjourn, seconded by Mr. Crumbley with unanimous consent. The meeting adjourned at 6:55 PM
