Section 1: Opening of Workshop
The workshop opened at 5:30 PM, with Chairman Joe Brown presiding with the rest of the board in attendance. Due to court still going on, the meeting convened outside of the courtroom until the room was cleared. Items discussed included: 1). A waiver of impact fees on a church building, 2). An updated on scheduled public hearings for the evening, 3). Update on the lease of tower space for public safety band radios, 4). Ratification of the purchase of a road patch truck and 5). Approval of an EMS Trauma Grant.
The Board adjourned the workshop at 6:00 PM.

Chairman Brown called the session to order at 6:00 PM.
Item 2022-05-093 Adoption of the Docket
Mr. Rivers moved to approve the docket, seconded by Mr. Henderson with unanimous consent.
Section 3: New Business
Planning & Development Public Hearings
Item 2022-05-094 Public Hearing Case 05(01)2022 Rezoning 2.74 Acres from R2 to C2
The Planning Commission recommended approval of the rezoning with conditions, including that if the property were to be sold that the zoning will revert to its previous zoning. Cedric Watson spoke in favor of the rezoning and no one spoke against. The hearing was closed and Mr. Henderson moved to approve the rezoning, seconded by Mr. Douglas and passed 3-2, with Mr. Rivers and Mr. Crumbley voting in opposition.
Item 2022-05-095 Public Hearing Case 05(02)2022 Rezoning 99.08 Acres from C2 to M1
The Planning Commission recommended approval of the rezoning. The public hearing was opened and the applicant’s engineer spoke in favor. No one spoke in opposition and the public hearing was closed. Mr. Rivers moved that action be postponed until such time as the applicant had presented a revised plan to the Board that would offer an alternate entrance/exit from Highway 36 rather than Bucksnort Road, which the Commission felt would create severe traffic impediments. Mr. Henderson seconded and the motion passed with unanimous consent to postpone until such time as the alternate plan had been presented.
Governmental Affairs
Item 2022-05-096 Approval to Negotiate Leasing of Tower Space
Mr. Johnson informed the Board that he had opened discussions to lease a portion of a cell phone tower located in Jasper County at the Ocmulgee River for public safety radio transmitters and would like permission to further negotiate this lease. Mr. Rivers moved to approve, seconded by Mr. Crumbley and passed with unanimous consent.
Item 2022-05-097 County Resolution CR202228 Purchase of Road Patching Truck
Resolution 28 was presented approving the purchase of a used truck for road patching. Mr. Rivers moved to approve the Resolution, seconded by Mr. Douglas and approved with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.
Item 2022-05-098 County Resolution CR202229 Approving Annual EMS Trauma Grant
Resolution 29 was presented approving the obtaining of the annual EMS Trauma Grant. Mr. Rivers moved to approve the Resolution, seconded by Mr. Henderson and approved with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.
Executive Session
Item 2022-05-099 Executive Session
Mr. Rivers moved to go into Executive Session for a legal update, seconded by Mr. Henderson with unanimous consent. Later, Mr. Rivers moved to reconvene, seconded by Mr. Henderson with unanimous consent. Mr. Welch gave a summary of the session.
Item 2022-05-100 Adjournment
Mr. Rivers moved to adjourn, seconded by Mr. Henderson with unanimous consent. The meeting adjourned at 7:32 PM.
