A RESOLUTION OF THE BOARD OF COMMISIONERS OF BUTTS COUNTY TO AWARD A BID FOR PROFESSIONAL SERVICES TO DESIGN A TRANSPORTATION ZONE PLAN; TO AUTHORIZE THE CHAIRMAN TO SIGN THE RESOLUTION; AND FOR RELATED PURPOSES.

WHEREAS, Butts County is a duly created and validly existing political subdivision of the State of Georgia under the Constitution and laws of the state of Georgia, governed by the Butts County Board of Commissioners, who is the governing authority of the County, elected by the voters of Butts County and vested with fiscal and legislative responsibilities necessary to provide for the managing of the affairs of the County government, as well as the health, safety and welfare of the citizens of Butts County; and,

WHEREAS, the Butts County Board of Commissioners recognized the need to develop a transportation plan that addresses future traffic and infrastructure needs in the area of Butts County that will be the most significantly impacted by growth along the I-75 corridor of Butts County and did direct than an RFP for qualified firms capable of designing such a plan be issued; and,

WHEREAS, County staff has issued an RFP, received qualified response, and desires that the Board of Commissioners award bid 2022-04-01 to RS & H Consultants of Atlanta, Georgia for the design of an I-75 Southwest Transportation Zone Plan for an estimated amount of $59,500.00, to be paid from impact fees and the Board wishes to award the bid to RS & H Consultants; and,

WHEREAS, the Butts County Board of Commissioners in the exercise of their sound judgment and discretion, after giving thorough consideration to all implications involved, and keeping in mind the public interest and welfare of the citizen of the County, have determined that authorizing this Resolution would be advantageous to and would best benefit the citizens of the County, it is now, therefore:

RESOLVED BY THE BUTTS COUNTY BOARD OF COMMISSIONERS
1. Preamble. The Board of Commissioners hereby declares that the foregoing preamble and whereas provisions set forth above constitute and shall be considered to be substantive provisions of this Resolution and are hereby incorporated by reference into this provision.
2. Approval. The Board of Commissioners approves this resolution.
3. Authorization. The Board of Commissioners hereby authorizes the Chairman to execute this Resolution and to sign all related documents in the awarding of this bid.
4. Recordation. The County Clerk is directed to record this Resolution in the Book of Resolutions, Volume 1.
5. Severability. To the extent any portion of this Resolution is declared to be invalid, unenforceable, or nonbinding, that shall not affect the remaining portions of this Resolution.
6. Repeal of Conflicting Provisions. All County resolutions are hereby repealed to the extent they are inconsistent with this Resolution.
7. Effective Date. This Resolution shall take effect immediately.
