To All Interested Contractors:

Butts County, Georgia, is seeking qualified and experienced contractors to submit proposals for the design and construction of the new Butts County Animal Services Care and Control Facility. The project delivery method will be Design-Build. The County intends to engage a single entity to provide all design, engineering, and construction services necessary to deliver a fully functional animal care and control facility on county-owned property.

The proposed facility will consist of approximately 7,000 square feet of conditioned building space, to include kennel areas, adoption and intake spaces, offices, veterinary exam/treatment areas, storage, laundry, restrooms, and mechanical rooms. The site will include parking areas, fenced dog runs, and related site improvements. The project site is located at 461 Recreation Drive, Jackson, Georgia, on county-owned property near the Recreation Complex.

A pre-proposal conference will be held on Monday, December 15, 2025, at 10:00 a.m., at the project site (461 Recreation Drive, Jackson, Georgia 30233) to allow prospective bidders to review existing site conditions and ask questions regarding the project. Attendance is not mandatory but is strongly encouraged, as no additional walkthroughs will be scheduled.

Questions concerning this Request for Proposal (RFP) must be submitted in writing to JoAnna Phillips, Purchasing Coordinator, via email at jphillips@buttscounty.org, no later than 2:00 p.m. on Wednesday, January 7, 2026. Any exceptions to the proposal specifications and/or terms and conditions should be addressed during this phase.

Responses to all inquiries and any addenda will be posted on the Butts County website under the Purchasing Department page as well as the Georgia Procurement Site. It is the responsibility of each proposer to review and acknowledge any addenda issued. Deadline for first addendum, if required, posted on both Georgia Procurement and the Butts County website: https://buttscountyga.com/requests-for-bids-proposals-or-qualifications by 4:00 p.m. January 9, 2026. The posting of additional addenda may be required, and it is the responsibility of the bidder to ensure that they review the County’s website for any additional addenda, and that they submit acknowledgement of all applicable addenda (on the included form) with their solicitation. Bidders should not expect to be individually notified by Butts County.

The written bid documents supersede any verbal or written prior communications between the parties. Butts County reserves the right to reject any or all bids, to waive technicalities and to make an award deemed in its best interest. Bids may be split or awarded in entirety. Butts County reserves the option to negotiate terms, conditions, and pricing with the lowest responsive, responsible bidder(s) at its discretion.

Late, faxed, or emailed proposals will not be accepted. All proposals must be signed to be considered responsive.

The County reserves the right to reject any and all proposals, to waive technicalities, and to award the contract in the best interest of Butts County.
