A workshop was held at 5:00 PM to discuss the following items.

Regular Meeting 6:00 PM
Mr. Douglas called the meeting to order at 6:00 pm.

Item 2023-06-098 Adoption of the Docket
Mr. Rivers moved to approve the docket, seconded by Mr. Crumbley and approved with unanimous consent and revising the docket to remove a proclamation for Tim Boyd and replace it with an approval from the Board to notify GDOT of their approval to relinquish part of the land at the library for the proposed bypass.

Item 2023-06-099 Approval of Minutes
Mr. Crumbley moved to approve, seconded by Mr. Rivers with unanimous consent.

New Business
Item 2023-06-100 Approval to Notify GDOT of Consent to Relinquish Property
Mr. Henderson made a motion to authorize the Administration to communicate with Georgia DOT that the County would cooperate and relinquish right of way and property needed by GDOT to construct a roundabout and bypass alongside the County owned library building with the condition that GDOT would work with the County to provide a wall/fence combination alongside the property line that would promote safety for pedestrians and children. This was seconded by Mr. Rivers and approved 3-1, with Mr. Douglas joining the majority and Mr. Crumbley in dissent.

Item 2023-06-101 Consent Agenda
Mr. Rivers moved to approve the consent agenda, seconded by Mr. Crumbley with unanimous consent. This included approving all resolutions associated with Workshop Items 1, 2, 3, 4 and 6. Item 7 was voted added as an action item separately and voted on as Item 100 above.

Item 2023-06-102 Finance Officer’s Report
Ms. Blissit presented the financial report. She stated that with 92% of the budget year complete, the County had received 111% of anticipated revenues for the year and had expended 89%, noting that we were under budget and over on collections and on tract to complete the fiscal year in a similar manner.

Item 2023-06-103 Deputy County Manager’s Report
Mr. Brewer presented the monthly operations report comparing May 2023 numbers to May 2022 numbers and showing growth in 911 calls, ambulance calls and building permits in particular.

Item 2023-06-104 County Manager’s Report
Mr. Johnson updated the Board on various County projects and that budget hearings would begin this week on the millage and budget.

Without need for Executive Session, Mr. Crumbley moved to adjourn, seconded by Mr. Rivers with unanimous consent.
