Regular Meeting 6:00 PM
Chairman Douglas called the meeting to order at 6:00 pm. Also in attendance was Vice Chairman Russ Crumbley and Commissioner Joe Brown.

Item 2023-01-014 Adoption of the Docket
Mr. Brown moved to approve the docket, seconded by Mr. Crumbley with three additional items added as noted in the minutes, and approved with unanimous consent, 3-0.

New Business

Item 2023-01-015 Approval of Final Plat for River Park Phase III
Planning Director Brad Vaughan presented the final plat for approval by the Board. The Planning Department’s recommendation included that “Staff recommends approval of the final plat conditioned upon the provisions of the previously approved development agreement which includes the restriction for access to Phase III to come from Logistics Parkway, not Highway 16”. Mr. Brown then moved to accept the final plat with the conditions stated by the Planning Director, restricting access to the phase from Highway 16 and allowing it only from Logistics Parkway. Mr. Crumbley seconded it and the motion passed unanimously, 3-0.

Item 2023-01-016 A Public Hearing on the Transmittal of the Capital Improvements Element
Mr. Douglas convened the public hearing. No one spoke in favor of or against and the hearing was closed. Mr. Crumbley moved to approve the transmittal to the Department of Community Affairs, seconded by Mr. Brown with unanimous consent, 3-0.

Item 2023-01-017 A Public Heraing on the Transmittal of the Short Term Work Program
Mr. Douglas convened the public hearing. No one spoke in favor of or against and the hearing was closed. Mr. Crumbley moved to approve the transmittal to the Department of Community Affairs, seconded by Mr. Brown with unanimous consent, 3-0.

Item 2023-01-018 Approval of Contract with Three Points Planning
Mr. Vaughan presented a contract for approval with Three Points Planning to revise, consolidate, and clean up language and possible gaps in our Unified Development Ordinance and Code. Mr. Brown moved to approve the contract, seconded by Mr. Crumbley and approved with unanimous consent, 3-0.

Item 2023-01-019 Approve a Grant Application for Leisure Services
Mr. Johnson presented a grant application needing board approval to the Georgia Parks and Recreation Association that would cover $119k of the costs of our summer camp program. Mr. Crumbley moved to approve proceeding with the application, seconded by Mr. Brown with unanimous consent.

Item 2023-01-020 Approve a Grant Application for Fire Services
Mr. Johnson presented a grant application needing board approval to the FEMA Fire Acts Grant program that would cover certain programs employed by the Fire Department. Mr. Brown moved to approve proceeding with the application, seconded by Mr. Crumbley with unanimous consent.

Item 2023-01-021, 022 and 023 Reports of Information
Ms. Blissit presented the Chief Financial Officer’s report. Mr. Brewer gave the year end report on operations. Mr. Johnson gave the County Manager’s report, including an overview of the January 12, 2023 tornado. Mr. Brown stated that entire board wished to commend all of the County employees engaged in tornado response and recover operations over the past week and a half for their outstanding work.

Item 2023-01-024 Executive Session for Litigation by Attorney
Mr. Brown moved to enter Executive Session, seconded by Mr. Crumbley with unanimous consent. Later, Mr. Brown moved to reconvene, seconded by Mr. Crumbley with unanimous consent.

Item 2022-01-025 Attorney Report and Adjournment
Mr. Welch reported that he had updated the board on litigation concerning the proposed rock quarry for the Fincherville area. Mr. Brown then moved to adjourn the meeting, seconded by Mr. Crumbley with unanimous consent.
