Section 1: Opening of Workshop

The workshop opened at 5:00 PM, with Chairman Joe Brown presiding with the rest of the board in attendance. Five items were discussed, which included: 1). A discussion and presentation on needed policy changes at the Recycling Centers, 2). Selection of a consultant for the I-75 Southwest Zone Transportation Plan, 3). Updates on LOST negotiations, 4). Board Appointments to the Water Authority and 5). Discussion on the Towaliga Circuit Budget.

The Board adjourned the workshop at 5:45 PM.

Section 2: Session Preliminaries
Chairman Brown called the session to order at 6:00 PM and Michael Brewer gave the Invocation and Pledge of Allegiance.

Item 2022-05-084 Adoption of the Docket
Mr. Rivers moved to approve the docket, seconded by Mr. Henderson with unanimous consent and Item 89, “Towaliga Budget Discussion” postponed to a future meeting, date uncertain.

Item 2022-05-085 Approval of April Minutes
Mr. Crumbley moved to approve the minutes, seconded by Mr. Henderson with unanimous consent.

Item 2022-05-086 Special Recognitions
Mr. Johnson recognized Public Works Director Kip Washington for a commendation. Mr. Brewer recognized Commissioner Russ Crumbley for completion of Advanced ACCG Certification.

Section 3: New Business

Governmental Affairs
Item 2022-05-087 County Resolution CR202224 Proposal for Transportation Plan
Resolution 24 was presented appointing RS & H to prepare a transportation study and plan for the area designated as the I-75 Southwest Transportation Zone Plan in the amount of $59,900.00 and to be paid for out of Impact Fees designated for Public Works. Mr. Rivers moved to approve, seconded by Mr. Henderson with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.

Item 2022-05-088 County Resolution CR202225 Appointments to the Water Authority
Resolution 25 was presented appointing five members from Butts County to the Water and Sewer Authority. The appointees to the newly reconstituted Authority were: Ken Rivers, District 1; Eddie Roberts, District 2; Bill Jones, District 3; Harvey Norris, District 4 and Harry Marett, District 5. The terms of each appointee shall run concurrent with the terms of office established for each Commission District and shall expire at the end of each district’s term. Mr. Rivers moved to approve the Resolution, seconded by Mr. Crumbley with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.
Note: Item 89 was postponed.

Item 2022-05-090 Monthly Reports
Ms. Blissit gave the Financial Report. Mr. Brewer presented the monthly operations report. Mr. Johnson presented the County Manager’s report.

Item 2022-05-091 Adjournment
Without need for Executive Session, Mr. Crumbley moved to adjourn, seconded by Mr. Douglas with unanimous consent. The meeting adjourned at 6:22 PM.
