Minutes of the Board of Commissioners for December 13, 2021

Section 1: Workshop
Chairman Joe Brown called the workshop to order at 5:30 PM with three of the Members seated and one joining by telephone. Commissioner Keith Douglas was excused. Items discussed included:

52. A presentation on General Governance Resolutions (4) by Michael Brewer
53. A presentation on Budget Resolution Amendment for FY2021 Budget
54. A presentation on Development Impact Fee modification of when fees are to be paid.

Following these discussion items, the workshop was adjourned at 5:50 PM

Section 2: Opening of Meeting

Chairman Brown opened the November meeting at 6:00 PM. Mr. Henderson gave the invocation.

Item 2021-12-188 Approval of Docket (4-0)
Mr. Crumbley made a motion to approve the docket, seconded by Mr. Henderson, with one item removed at the request of Mr. Brewer, and passed with unanimous consent.

Item 2021-12-189 Approval of Minutes (4-0)
Mr. Henderson made a motion to approve the minutes, seconded by Mr. Crumbley, with unanimous
consent.

Item 2021-12-190 Recognition of Senior Olympians
The Board recognized several Senior Citizens who had competed in the Senior Olympics and won medals. They were presented to the Board by Senior Center Director Chrissy Crabtree.

Section 3: New Business Presentations

Governmental Affairs
Item 2021-12-191 Approval of Resolution 28 Adopting 2022 Calendar (4-0)
Mr. Brewer requested favorable consideration to pass the resolution. Mr. Henderson moved to approve, seconded by Mr. Crumbley, and approved with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.

Item 2021-12-192 Approval of Resolution 29 Fixing Appointments to Boards (4-0)
Mr. Brewer requested favorable consideration to pass the resolution. Mr. Crumbley moved to approve, seconded by Mr. Henderson, and approved with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.

Item 2021-12-193 Resolution 30 Removed from the Docket

Item 2021-12-194 Approval of Resolution 31 Supporting Annexation Reform (4-0)
Mr. Brewer requested favorable consideration to pass the resolution. Mr. Crumbley moved to approve, seconded by Mr. Henderson, and approved with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.

Budget and Finance
Item 2021-12-195 Approval of Resolution 32 Amending FY2021 Budget (4-0)
Ms. Blissit requested favorable consideration to pass the resolution. Mr. Henderson moved to approve, seconded by Mr. Crumbley, and approved with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.

Item 2021-12-196 Approval of Resolution 33 to Initiate Revisions to UDO Impact Fees (4-0)
Mr. Welch requested favorable consideration to pass the resolution. Mr. Henderson moved to approve, seconded by Mr. Crumbley, and approved with unanimous consent. The Resolution shall be made a part of the Book of Resolutions, Volume 1.

Item 2021-12-197 Monthly Reports
Chief Financial Officer Rhonda Blissit reported that with 42% of the budget year completed, the County had received 61% of anticipated revenue and had expended 38%.

Deputy County Manager Michael Brewer reported on department statistics and call volume for the month of November in departments under the Board, noting a drop in public safety call volume.

County Manager Brad Johnson reported on various County initiatives, gave updates on the building project and reported on upcoming events of interest to the Board.

Section 4: Concluding Business

Item 2021-12-198 Adjournment of the 123rd Session
Without need to enter into an Executive Session and having concluded all business scheduled to come before the Board for the calendar year 2021, Mr. Henderson motioned to adjourn the 123rd Session of the Board of Commissioners. Mr. Crumbley seconded and without further discussion, the board unanimously voted to adjourn the Session. The 123rd Session is Adjourned, Sine Die.
