Section 1: Opening of Workshop

The workshop opened at 5:30 PM, with Chairman Joe Brown presiding. Commissioner Ken Rivers and Commissioner Keith Douglas were excused. Five docketed items were discussed, which included 1). An overview of all public hearings coming before the board later in the evening, 2). A briefing on a parking lot improvement project by the Southern Crescent Technical College for the local campus, 3). A discussion on the need to purchase two vehicles immediately available and to enter into a leasing program with Enterprise Leasing, Inc. to procure new County vehicles, 4). A briefing on a Memorandum of Understanding between the County and the UGA Extension Service, and 5). A briefing on the revised purchasing and financial policies. The Board adjourned the workshop at 6:00 PM.

Section 2: Session Preliminaries
Chairman Brown called the session to order at 6:00 PM and gave the invocation.

Section 3: Opening Business
Item 2022-02-045 Adoption of the Docket
Mr. Crumbley moved to approve the docket, with Item 33 under Old Business postponed until the March 14th meeting. This was seconded by Mr. Henderson with unanimous consent, 3-0.

Section 4: Old and New Business
Item 2022-01-019 Rezoning of 74.357 Acres on Wallace Road from A-R to M-1
This item had been postponed twice from the January session and called for the rezoning of 74.357 acres on Wallace Road from A-R to M-1 (Light Manufacturing) for the purpose of future construction of an industrial facility (light warehouse or distribution type facility). County Attorney Andy Welch presented a Development Agreement which contained the conditions outlined by the Planning Commission. Chairman Brown moved to approve the rezoning with the conditions preserved, seconded by Mr. Crumbley with unanimous consent.

Item 2022-02-046 Public Hearing on Capital Improvement Elements of the Comprehensive Plan
Chairman Brown opened a public hearing. No one spoke in favor of or against and the public hearing was closed. Because the Regional Commission has not delivered their final reports on this matter, Mr. Henderson moved to postpone a vote until the March 14th, 2022 meeting. Mr. Crumbley seconded this, and the postponement was approved with unanimous consent.

Item 2022-02-047 Public Hearing on Short Term Work Program of the Comprehensive Plan
Chairman Brown opened a public hearing. No one spoke in favor of or against and the public hearing was closed. Chairman Brown opened a public hearing. No one spoke in favor of or against and the public hearing was closed. Mr. Henderson moved to approve, seconded by Mr. Crumbley with unanimous consent.

Governmental Affairs
Item 2022-02-049 County Resolution CR202208 Improvements by Southern Crescent Tech
Mr. Johnson presented the Resolution which authorized Southern Crescent Technical College to make improvements to the commercial truck training parking lot using state grant funds. Mr. Crumbley moved to approve the Resolution, seconded by Mr. Henderson and approved with unanimous consent.

Item 2022-02-050 County Resolution CR202209 Authorizing Purchase of Two Pickup Trucks
Mr. Johnson presented the Resolution which authorized the purchase of two F150 Special Service Vehicles from Brannen Ford, using SPLOST 7 Funds and ARPA Funds. Mr. Crumbley moved to approve the Resolution, seconded by Mr. Henderson and approved with unanimous consent.

Item 2022-02-051 County Resolution CR202210 Approving Vehicle Lease Program
Mr. Johnson presented the Resolution which authorized entering into a vehicle leasing program for 13 new vehicles with Enterprise Leasing. Mr. Henderson moved to approve the Resolution, seconded by Mr. Crumbley and approved with unanimous consent.

Item 2022-02-052 County Resolution CR202211 Approving MOU with UGA Extension
Mr. Brewer presented the Resolution which authorized the Chairman to sign an updated Memorandum of Understanding between the County and the UGA Extension Service. Mr. Crumbley moved to approve the Resolution, seconded by Mr. Henderson and approved with unanimous consent.

Budget & Finance
Item 2022-02-053 County Resolution CR202212 Authorizing Revised Purchasing Policy
Ms. Blissit presented the Resolution which authorizes an update to the Financial and Purchasing Policy. Mr. Crumbley moved to approve the Resolution, seconded by Mr. Henderson and approved with unanimous consent.

All Resolutions shall be attached to and made a part of the Butts County Book of Resolutions, Vol. 1

Item 2022-02-055 Adjournment Motion
Mr. Henderson moved to adjourn, seconded by Chairman Brown with unanimous consent.
