Section 1: Opening of Workshop
The workshop opened at 5:00 PM, with Vice Chairman Keith Douglas presiding at the request of Chairman Brown, who was present but not presiding due to a medical procedure. Five items were discussed, which included 1). A final discussion on the proposed amendments to the Impact Fee Ordinance, 2). Discussion on Zoning and Comprehensive Plan Hearings, 3). A discussion on amending the legislation creating the Butts County Water and Sewer Authority, 4). A discussion of an easement for Georgia DOT, and 5). Radio System Upgrade RFP for 911. Following these items, the workshop adjourned at 5:50 PM.
Section 2: Session Preliminaries
Vice Chairman Douglas called the Session Meeting to order at 6:00 PM. Mr. Crumbley gave the invocation.
Section 3: Opening Business
Item 2022-01-018 Approval of Docket
Mr. Brown moved to approve the docket, with Item 23 removed, seconded by Mr. Crumbley with unanimous consent.
Section 4: Old and New Business Presentations
Item 2022-01-010 Public Hearing on Amending Development Impact Fee Ordinance
Vice Chairman Douglas opened a Public Hearing on amending the Development Impact Fee Ordinance, which would allow for projects above one million square feet to schedule the payment of impact fees in halves, with the first half due upon filing and the remaining half to be due either 12 months later or upon the issuance of a Certificate of Occupancy, whichever occurred first. Mr. Welch presented the information to the Board. No one spoke for or against the amendment and the public hearing was closed. Mr. Brown moved to adopt the ordinance change, seconded by Mr. Henderson with unanimous consent. The ordinance change will be made a part of the Unified Development Ordinance.
Item 2022-01-019 Public Hearing on Rezoning
A public hearing was called to rezone 74.357 acres on Wallace Road from A-R to M-1 (Light Manufacturing) for the purpose of future construction of an industrial facility (light warehouse or distribution type facility). The Planning Commission recommended approval of the rezoning. The applicant, Prologis, Inc. spoke in favor of the rezoning. No one spoke against the rezoning and the hearing was closed. The County Attorney recommended that the Board postpone a vote and so the matter was tabled until the February 14th meeting upon a motion by Mr. Brown, seconded by Mr. Henderson and approved with unanimous consent.
Item 2022-01-020 Public Hearing for Transmittal of 2022-2042 Comprehensive Plan
Mr. Paul Jarrell of Three Rivers Regional Commission presented the plan and a public hearing was opened. No one spoke in favor of or against the plan and the hearing was closed. Zoning Administrator Christy Williams recommended that 15 additional parcels be added into the category of “Conservation” as part of the Towaliga watershed. Mr. Crumbley moved to approve the plan with the addition of the 15 parcels and to transmit the plan to DCA for approval. This was seconded by Mr. Rivers and approved with unanimous consent.
Item 2021-01-02-021 Public Hearing for Transmittal of Capital Improvement Element
A public hearing was convened. No one spoke for or against the transmittal and the hearing was closed. Mr. Crumbley moved to approve, seconded by Mr. Henderson and approved with unanimous consent to transmit the Capital Improvement Element of the Comprehensive Plan to Georgia DCA.
Item 2021-01-022 Public Hearing for Transmittal of Short Term Work Program
A public hearing was convened. No one spoke for or against the transmittal and the hearing was closed. Mr. Crumbley moved to approve, seconded by Mr. Henderson and approved with unanimous consent to transmit the Short Term Work Program of the Comprehensive Plan to Georgia DCA.
Item 2021-01-023 Resolution CR202204 on Local Legislation for Water Authority (Removed)
Item 2022-01-024 GDOT Request for Temporary Easement
Mr. Johnson presented a request from Georgia DOT to grant them a temporary easement in front of the Administrative Complex for work on a state project. Mr. Brown moved to approve, seconded by Mr. Henderson with unanimous consent.
Item 2022-01-025 County Resolution CR202205 Approving Ambulance Purchase
Mr. Rivers approved the passage of the Resolution, seconded by Mr. Crumbley with unanimous consent. The resolution shall be attached to and made a part of the Book of Resolutions, Volume 1.
Item 2022-01-026 Results of RFP on VHF Radio System Upgrade
Mr. Johnson is presenting the final item, results of the RFP on VHF Radio Upgrade for 911. Mr. Johnson is requesting that Loudin Communications be chosen. Mr. Rivers moves to approve, seconded by Mr. Henderson with unanimous consent.
Item 2022-01-027 Adjournment Motion
Mr. Brown moved to adjourn, seconded by Mr. Crumbley with unanimous consent.
