A RESOLUTION OF THE BOARD OF COMMISSIONERS OF BUTTS COUNTY TO PROVIDE NOTICE AND SCHEDULE OF CERTAIN HEARINGS PERTAINING TO THE ANNUAL BUDGET AND MILLAGE RATE FOR FISCAL YEAR 2022 AS REQUIRED BY LAW; TO SET THE LOCATION OF SAID MEETINGS; TO AUTHORIZE THE CHAIRMAN OF THE BOARD OF COMMISSIONERS TO SIGN THE RESOLUTION ON BEHALF OF THE BOARD; TO AUTHORIZE THE CLERK OF THE 123RD SESSION TO ATTEST ALL DOCUMENTS AND CAUSE TO BE IMPLEMENTED THE EFFECTS OF THIS RESOLUTION; AND FOR ALL OTHER RELATED AND LAWFUL PURPOSES.

WHEREAS, Butts County is a duly created and validly existing political subdivision of the State of Georgia under the Constitution and laws of the state of Georgia and governed by the Butts County Board of Commissioners, and;

WHEREAS, the Butts County Board of Commissioners, the governing body of the county charged with managing the fiscal affairs of the governing body shall, from year to year, appropriate the funds necessary to operate all of the various departments and to meet the current expenses of the government for Fiscal Year 2022 by setting a millage rate and approving a budget resolution by a majority vote of the members then serving, and;

WHEREAS, the Butts County Board of Commissioners has received from the Administration of the County a proposed balanced budget, which balances revenues with expenditures, for the maintenance and operation of the County for the fiscal year beginning July 1, 2021 and ending June 30, 2022, and;

WHEREAS, the County is, under certain circumstances, required to hold at least three (3) public hearings on the proposed millage rate and at least one (1) public hearing on the proposed fiscal year 2022 budget in order to meet all of the requirements under the laws of the State of Georgia, at specific times and places, and;

WHEREAS, the County has properly advertised in the Legal Organ of Butts County all required notices and advertisements associated with the process of passing the County millage rate and the Fiscal Year budget, now, therefore be it:

RESOLVED, that the Commission hereby declares that the foregoing preamble and whereas provisions set forth hereinabove constitute, and shall be considered to be, substantive provisions of this Resolution and are hereby incorporated by reference into this provision, and;

BE IT FURTHER RESOLVED the Commission, through this Resolution, does hereby formally adopt the following schedule of public hearings concerning the proposed millage rate and fiscal year budget associated with the operation of the County Government during the period of July 1, 2021 through June 30, 2022, as follows:

• A public hearing on June 17, 2021 to begin at 8:00 AM to hear comments from the public only on the proposed millage rate for 2021-2022, and;
• A public hearing on June 17, 2021 to begin at 5:30 PM to hear comments from the public only on the proposed budget for Fiscal Year 2022, and;
• A public hearing on June 17, 2021 to begin at 6:00 PM to hear comments from the public only on the proposed millage rate for 2021-2022, and;
• A public hearing on June 24, 2021 to begin at 9:00 AM to hear comments from the public only on the proposed millage rate for 2021-2022, and;
• A called meeting on June 24, 2021 to begin at 9:15 AM to adopt the Fiscal Year 2022 budget; to adopt the County M & O Millage Rate; to adopt the total Millage Rate of the County, School District and Hospital; and to authorize the Chairman to sign all documents associated with the aforementioned, and:

BE IT FURTHER RESOLVED that the location of all of the aforementioned hearings and meetings shall be held at the Central Georgia EMC Annex, located at 1083 South Mulberry Street, Jackson, Georgia, and;

BE IT FINALLY RESOLVED that the Board authorizes the Chairman of the Board of Commissioners to sign this Resolution on their behalf and authorizes the Clerk of the 123rd Session to attest all signatures and transmit this document to the appropriate entities of Butts County.
