Section 1: Workshop
Chairman Joe Brown called the workshop to order at 5:30 PM with all Members seated. Items discussed included:

16. Sprinkler Ordinance Approval
17. Comprehensive Plan Appointees
18. Approval of EMS Trauma Grant
19. Approval of Contract Extension with Central Georgia EMC
20. EMS Billing Contract Selection

Following these discussion items, the workshop was adjourned at 5:55 PM.

Section 2: Opening of Meeting

Chairman Brown opened the May meeting. The Invocation and Pledge of Allegiance was conducted.

Item 2021-05-077 Approval of Docket
Mr. Rivers made a motion to approve the docket, seconded by Mr. Douglas, with unanimous consent.

Item 2021-05-078 Approval of Minutes
Mr. Douglas moved to approve the minutes, seconded by Mr. Crumbley, with unanimous consent.

Section 3: New Business Presentations

Public Affairs
Item 2021-05-079 Special Recognitions
Under Public Affairs, Mr. Brewer presented a proclamation for National Garden Week to the Garden Clubs of Butts County. Al Parker from the University of Georgia introduced Brittany Wells as the new Extension Agent for Butts County, who made brief comments to the Members. The Board then recognized the Girls 12U Soccer Team and Coaches for their undefeated season and presented medals to all participants.

Governmental Affairs
Item 2021-05-080 County Resolution CR202113 Creating Comprehensive Plan Committee
Mr. Brewer presented the resolution to the Members requesting they authorize the Chairman to sign the Resolution at such time as each board member submits their suitable candidate to serve. Mr. Rivers moved to approve, seconded by Mr. Crumbley with unanimous consent.

Public Safety and Courts
Item 2021-05-081 Approval of Contract Extension with Central Georgia EMC for Courts
Mr. Rivers moved to executive the contract extension included in the original agreement, seconded by Mr. Crumbley with unanimous consent. This will extend the contract up to December 31, 2021.
Item 2021-05-082 County Resolution CR202114 Enacting a Sprinkler Ordinance
Chief Wilson was called upon to speak to the Resolution; following discussion, Mr. Henderson moved to approve the Ordinance, seconded by Mr. Rivers with unanimous consent to proceed adopting the Sprinkler Ordinance with immediate effect.

Item 2021-05-083 EMS Trauma Grant Approval
Chief Wilson presented the annual application for a Trauma Grant with the Region EMS. There is no local match required and the award amount is based upon the number of ambulances the County has licensed. Mr. Rivers moved to approve, seconded by Mr. Crumbley with unanimous consent.

Item 2021-05-084 Speed Limit Change for Wolf Creek Road
The Board voted to trigger the process for lowering the speed limit on Wolf Creek Road in Butts County from 50 mph to 45 mph, consistent with the portion of the road that is in Henry County. Mr. Crumbley moved to do this, seconded by Mr. Henderson with unanimous consent.

Budget and Fiscal Affairs
Item 2021-05-085 Budget Preparation Update
Ms. Blissit reported that the budget process was on scheduled and that following an upcoming retreat to work on budget items, we should be prepared to proceed with the budget approval process in June.

Reports and Information
Item 2021-05-086 Reports and Information
Ms. Blissit reported that with 83% of the fiscal year completed that we have collected 104% of anticipated revenues and have expended 82% of the budget. Mr. Brewer reported on monthly operations. Mr. Johnson reported on county management items, including a fuel shortage going on.

Concluding Business
Item 2021-05-087 Executive Session for Litigation Purposes
Mr. Douglas moved to enter Executive Session, seconded by Mr. Crumbley with unanimous consent. Later, Mr. Douglas moved to reconvene, seconded by Mr. Crumbley with unanimous consent. Mr. Welch reported that the Board discussed current litigation concerning a rock quarry and retaining attorney Newton Galloway.

Item 2021-05-088 Adjournment
Mr. Douglas then moved to adjourn, seconded by Mr. Crumbley with unanimous consent. The meeting was thus adjourned at 6:56 PM.
