A RESOLUTION OF THE BOARD OF COMMISSIONERS OF BUTTS COUNTY REAGARDING MEMBERSHIP AND SUPPORT OF THE I-75 CENTRAL CORRIDOR COALITION, INC; TO AUTHORIZE THE CHAIRMAN TO SIGN THE RESOLUTION ON BEHALF OF THE BOARD OF COMMISSIONERS; TO AUTHORIZE THE CLERK OF THE 123RD SESSION OF BUTTS COUNTY TO ATTEST ALL DOCUMENTS; AND FOR OTHER RELATED AND LAWFUL PURPOSES.

WHEREAS, Butts County is a duly created and validly existing political subdivision of the State of Georgia under the Constitution and laws of the state of Georgia, and;

WHEREAS, the Butts County Board of Commissioners is the governing authority of the County, elected by the qualified electors of Butts County and vested with fiscal and legislative responsibilities necessary to the managing of the affairs of the County government, as well as the health, safety and welfare of the citizens of Butts County, and;

WHEREAS, intergovernmental collaboration and cross-jurisdictional planning are important to a successful community and state, and;

WHEREAS, between 2015 and 2017, the Georgia Municipal Association provided technical assistance to member governments along the I-75 corridor between Macon and Atlanta, including Butts County, to determine if there was shared interest in formalizing support of multi-regional planning, and;

WHEREAS, after a thorough study, the I-75 Central Corridor Coalition, Inc. was established in January 2018 and achieved status from the Internal Revenue Service as exempt under Section 501(c)(6) regulations, and;

WHEREAS, the mission of the I-75 Central Corridor Coalition is to advocate for robust transportation infrastructure, economic vitality, and smart growth along the I-75 corridor from Stockbridge to Macon, a corridor along which Butts County is strategically located, and;

WHEREAS, Butts County has been an active charter member in the multi-jurisdictional I-75 Central Corridor Coalition since its formation and shares the vision of efficient and effective smart growth development along the I-75 corridor; and

WHEREAS, Butts County supports the consensus of the I-75 Central Corridor Coalition that Regional Smart Transportation Growth Plan along the I-75 corridor will provide direction for efficient investment and planning efforts aimed at promoting smart growth initiatives and benefitting Butts County and other jurisdictions in and along geopolitical boundaries of the I-75 Central Corridor Coalition, now, therefore be it:

RESOLVED, that the Commission hereby declares that the foregoing preamble and whereas provisions set forth hereinabove constitute, and shall be considered to be, substantive provisions of this Resolution and are hereby incorporated by reference into this provision, and;

BE IT FURTHER RESOLVED, that Butts County supports the mission and purpose of the I-75 Central Corridor Coalition by its dues-paying membership in the organization, and;

BE IT FURTHER RESOLVED that Butts County designates the County Manager or Deputy County Manager as their official representative of the County on the Board of Directors; and

BE IT FURTHER RESOLVED that Butts County encourages other local governments, the State of Georgia, and the federal government to support multi-regional smart growth planning through technical and financial support, and;

BE IT FURTHER RESOLVED that it is the express intention of the Board of Commissioners that each independent provision of this Resolution should be adopted, and that the Board would have adopted each such independent provision, even if the others had not been adopted; therefore, in the event that a court of competent jurisdiction finds that any of the aforementioned provisions of this Resolution to be unlawful, invalid or unenforceable, it is the intent of the Board of Commissioners that the offending provision be severed, and that all lawful provisions shall remain in force, and;

BE IT FINALLY RESOLVED that the Board authorizes the Chairman of the Board of Commissioners to sign this Resolution on their behalf and further authorizes the Clerk of the 123rd Session to attest all signatures and to file this this Resolution in the Book of Resolutions, Volume 1, and as such, it is hereby:

ADOPTED, in open session this 8th Day of March, 2021 in Butts County, Georgia.
