BUTTS COUNTY BOARD OF COMMISSIONERS MINUTES OF THE REGULAR MEETING FEBRUARY 13, 2017-UNAPPROVED UNTIL RATIFIED Present: Ken Rivers, District 1 Robert Henderson, District 2, Chairman Joe Brown, District 3, Vice Chairman Keith Douglas, District 4 Russ Crumbley, District 5 Staff: Keith Moffett, County Administrator Chiquita Barkley, Controller Michael Brewer, Government Relations Director, Interim Clerk Michael O’Quinn, County Attorney MINUTES Prior to the Regular Meeting of the Board of Commissioners, the Board participated in a workshop to receive information on the following county or community initiatives: • ESPLOST • Update to Personnel Ordinance • Update from the Transportation Board • Update to the Animal Control Ordinance • Briefing on Public Hearings scheduled for the Regular Meeting Following the conclusion of the workshop, Chairman Henderson concluded the meeting. Chairman Henderson then called the February 2017 meeting to order and welcomed all present. He then asked Commissioner Crumbley to give the invocation, followed by the pledge of allegiance. Item 2017-02-017: Approval of Docket Commissioner Rivers asked for an item to be added to the docket regarding increasing the fines for tractor trailers that use county roads illegally or as a cut-through. He then asked Commissioner Ken Rivers to give the invocation, followed by the pledge of allegiance. Item 2017-01-001: Approval of Docket Commissioner Rivers asked for an information item to be added to the docket regarding work on auxiliary buildings at the Recreation Department. Commissioner Henderson asked for the addition of an Executive Session to discuss a personnel matter. Mr. Brewer asked to add annexation requests from the City of Jenkinsburg to the docket. Board of Commissioners to Meet December 12th & 15th

The Board of Commissioners December meeting is scheduled for Monday, December 12, 2016 at 6pm in the C. Wayne King auditorium of the Butts County Administration Building. Butts County Implements Paperless Agenda Management System

On Monday, August 10th, the County government unveiled its new Paperless Agenda Management System at a workshop attended by the Board of Commissioners, Department Heads and members of the general public. The new system, designed by Provox, was purchased last year by the Administration Department and has been in the setup and implementation process for some time now as it was readied for public use. The system provides a range of services, both to Commissioners and staff, as well as making a wealth of information available to the public electronically. This information includes meetings, items discussed and those acted upon at BOC meetings. The system was shown to the public for the first time in a demonstration by County Clerk Crystal Epps, who has headed up the project and worked with Provox for months on the setup. The system will move the Commissioners and staff away from a paper-based system, which is time-consuming to construct, difficult to make last-minute changes to and which uses a lot of paper and copier resources. Each item on the monthly agenda generates documents, sometimes as few as one and sometimes, in the case of zoning matters, 40-50 pages of information, all of which had previously gone into a hefty binder which the Commissioners had to come and pick up.
