MINUTES OF THE BOARD FOR OCTOBER 15, 2018

Section 1: Workshop

Chairman Crumbley brought the October 15, 2018 workshop to order at 5:30 PM. The commissioners then heard presentations on the following items:

WS2018-30 Impact Fees and Incentives for Development Projects
The members present held a discussion with the Chairman and Executive Director of the Development Authority about impact fees and incentives for development projects. The Commission expressed a desire that the metrics that go into determining whether fees will be reduced, abated, eliminated or otherwise modified be changed to be more reflective of the quality of jobs produced and not the number of jobs produced. The members also discussed the need for a Joint Development Authority between Butts County and Lamar County. The workshop adjourned at 6:40 PM.

Section 2: Called Meeting Preliminaries

Chairman Crumbley called the Regular Meeting to order.

Item 2018-10-197 Adoption of the Docket
Upon a motion by Mr. Brown, seconded by Mr. Douglas, the docket was approved with one item removed (Possible Action on Impact Fees) and adopted with unanimous consent.

Item 2018-10-198: Resolution Honoring Belinda Davis
Upon a motion by Mr. Douglas, seconded by Mr. Henderson, the Board unanimously approved and presented a resolution honoring Belinda Davis on her retirement from the Department of Corrections.

Section 3: New Business

Item 2018-10-199: Public Hearing
Case #10(01)-2018 Mr. David Whitaker of Jackson, Georgia requesting a rezoning from AR – Agricultural-Residential to R-1 – Single- Family Residential – Low Density. Said property is located on Jim McMichael Road (Map 43& Parcel 42-B02), Land Lot 197, First Land District. The purpose of the rezoning request is to construct a new residential home. The Planning and Zoning Commission recommended approval. Mr. Whitaker spoke in favor of at the Public Hearing; no one spoke against and the hearing was closed. Mr. Brown moved to uphold the recommendation of the Planning Commission, seconded by Mr. Henderson with unanimous consent.

Item 2018-10-200: Ratifiation of State of Emergency Order
Mr. Douglas moved to ratify the Chairman’s recent action in signing a state of emergency declaration from impacts related to Hurricane Michael on Butts County. This was seconded by Mr. Brown with unanimous consent.

Section 4: Special Business and Public Comments

Item 2018-10-201: Executive Session
Mr. Brown moved to enter into an Executive Session for Litigation, seconded by Mr. Douglas with unanimous consent. The Board adjourned to Executive Session
The meeting later reconvened upon a motion by Mr. Brown, seconded by Mr. Douglas with unanimous consent. Mr. O’Quinn stated that the board discussed on matter of pending litigation.

Item 2018-10-202: Adjournment Motion
Upon a motion by Mr. Douglas and seconded by Mr. Brown, the board adjourned the meeting with unanimous consent.
