MINUTES

Chairman Robert Henderson called the meeting to order at 6:00 PM and welcomed all present. He then asked Commissioner Douglas to give the invocation, followed by the pledge of allegiance.

Item 2017-08-142: Approval of Docket
Upon a motion by Commissioner Crumbley, seconded by Commissioner Brown, the docket was approved with unanimous consent and no additions or changes.

Item 2017-08-143: Executive Session: Personnel
Upon a motion by Commissioner Rivers, seconded by Commissioner Douglas, the board voted to go into Executive Session to discuss a personnel matter. Later, Commissioner Douglas moved to reconvene, seconded by Commissioner Crumbley. Both motions were unanimously approved.

Item 2017-08-144: Summary of Executive Session and Commissioner Action
Mr. O’Quinn read the following statement, which is included as part of the minutes:

The Butts County Board of Commissioners and Dr. Keith Moffett jointly announce today that Dr. Moffett has resigned from his position as County Administrator, effective August 22, 2017. Dr. Moffett has decided to resign in order to advance his career. The Board of Commissioners accepts Dr. Moffett’s resignation and wishes him the best.

Dr. Moffett states that he enjoyed his work with Butts County and the people on his staff. The Butts County Board of Commissioners states that it appreciates the service Dr. Moffett provided to the County, and favorably recommends him for advancement in either the public or private sector.

The Board of Commissioners intends to meet with consultants from the Association of County Commissioners of Georgia in the coming days to develop a transition plan following Dr. Moffett’s departure.

Mr. O’Quinn stated that the aforementioned release would be given to the local news media and published to the County’s website.

Upon a motion by Commissioner Rivers, seconded by Commissioner Brown, the board voted to accept the resignation of Dr. Keith Moffett as County Administrator, with an effective date of August 22, 2017. The vote was recorded as 3-2, with Commissioners Brown, Crumbley and Rivers in favor and Commissioners Douglas and Henderson in dissent. Motion approved.

2017-08-145: Adjournment Motion
Upon a motion by Commissioner Rivers and seconded by Commissioner Brown, the board voted with unanimous consent to adjourn the special called meeting of the board. It was announced that a workshop would be held on Thursday, August 24, 2017 to meet with officials from the Association of County Commissioners of Georgia to discuss the process by which a new County Administrator would be selected in the future.

Addendum to the Minutes of August 21, 2017

Because a workshop does not require minutes, no official minutes were taken from the called meeting that was scheduled for August 24, 2017. However, it is noted here for the record that Commissioners Brown, Crumbley, Henderson and Rivers were in attendance at the workshop, along with Controller Chiquita Barkley, Government Relations Director Michael Brewer and County Attorney Mike O’Quinn. The participants met with ACCG Government Relations Manager Dave Wills to discuss the process of selecting a new County Administrator.

Mr. Wills specifically mentioned either hiring a consultant to manage the hiring process or securing an interim administrator to manage the County and the process. He also provided several names to the Board for consideration. No other business was discussed at the workshop.
