Chairman Robert Henderson called the July 27, 2017 special called meeting to order at 8:00 AM and welcomed all present. He then asked Commissioner Rivers to give the invocation, followed by the pledge of allegiance.

Item 2017-07-127: Approval of Docket
Upon a motion by Commissioner Douglas, seconded by Commissioner Rivers, the docket was approved with unanimous consent.

Item 2017-07-128: Approval of the FY 2018 Budget.
Dr. Moffett informed the Commissioners that the purpose of this meeting was to adopt the Fiscal Year 2018 budget again, due to a concern raised by the County Attorney about the schedule of meetings and advertising. The question had been raised as to whether the previous adoption of the budget, held on June 29th, was properly advertised in print media as well as online. It was the opinion stated by the County Attorney at that time that he felt we had made every reasonable effort to advertise and notify the public properly of this meeting but that out of an abundance of caution, he recommended that we run an additional advertisement, wait one week afterward and then have a meeting to adopt the budget again. As such, the Board of Commissioners, having duly advertised the date and time of this meeting in the July 19th edition of the Jackson Progress Argus, in accordance with these instructions, did place the following language in said advertisement:

“The Butts County Board of Commissioners, having duly proposed the FY2018 budget on May 8, 2017, and having published said proposed budget on May 10th to electronic media and advertised said budget in the Legal Organ on May 31st and June 7th, and having held the advertised public hearing on the FY 2018 Budget on June 12, 2017 at 6PM to allow public input, does hearby give notice of a called meeting to adopt the FY2018 budget to be held on Thursday, July 27th, 2017 at 8:00 AM in the auditorium of the Butts County Administration Building. The public is invited to attend.”

Because the FY2018 budget has been presented in print form, electronic media and was officially read to the public by means of a budget resolution previously adopted on June 29th, the County Administrator dispensed with reading the budget resolution again and the previous resolution is now made part of these minutes. There is no change to the language or dollar figures included in previous publications of the budget figures.

Commissioner Rivers questioned whether the budget included the aforementioned 2.5% COLA; Dr. Moffett stated that it did but that it would not be implemented until such time as the financial condition of the County was deemed sufficient for implementation. Commissioner Crumbley asked for the staff to confirm that this budget included a half a mil of tax to be rolled back; Dr. Moffett confirmed that his was the case. The other commissioners asked some general questions about the budget, after which the Chairman determined that all questions had been answered to the satisfaction of the seated board. He then called for a motion to approve and adopt the FY2018 budget.

A motion was then made by Commissioner Brown and seconded by Commissioner Crumbley to adopt the budget resolution for Fiscal Year 2018. Chairman Henderson called for a vote and the motion passed 3-2 with Commissioners Brown, Crumbley and Henderson in favor and Commissioner’s Douglas and River in dissent.

Item 2017-07-129: Adjournment Motion
By a motion from Commissioner Douglas, second by Commissioner Rivers, the Board adjourned the called meeting at 8:07 AM.
