Section 1: Public Hearing on 2020 Proposed Millage Rate
Chairman Ken Rivers called the June 25, 2020 Series 4 Public Hearing to order at 8:00 AM as advertised. This is the final hearing of three scheduled public hearings on the proposed 2020 millage rate of 13.209 mils, following the two previous hearings held on June 18, 2020 at 8:00 AM and at 6:00 PM.

Item 2020-06-085 Purpose of Hearing
Deputy County Administrator Michael Brewer read the purpose and rules of the public hearing aloud and then requested the Chairman convene the public hearing.

Item 2020-06-086 Public Hearing
Chairman Rivers called the Public Hearing open and invited the public to be heard. The only person to speak was Ron Martin of 751 George Tate Drive who offered suggestions on ways to improve revenues and offset taxes through economic development opportunities. No other citizens requested to speak for or against the millage rate and the public hearing was then closed.

Chairman Rivers called a recess until 8:15 AM, at which time the meeting resumed.

Section 2: Reading and Adoption of Resolutions

Item 2020-06-087 Resolution CR202010 Adopting the Fiscal Year 2021 Budget
Mr. Brewer read CR202010 into the record, which adopts the FY2021 budget, including all special fund budgets, designates the insurance premium tax for fire protection, adopts the Personnel Allocation Plan and which sets the maximum number of employees for each agency and department of the County.

Mr. Henderson moved to adopt, seconded by Mr. Brown and the motion was carried 4-1, with Mr. Rivers and Mr. Douglas joining and Mr. Crumbley in dissent. The signed resolution in its entirety will be affixed to and made a part of the Book of Resolutions, Volume 1.

Item 2020-06-088 Resolution CR202011 Adopting the County M & O Millage Rate
Mr. Brewer read CR202011 into the record, which adopts the 2020 County M & O Millage Rate of 13.209 mils.

Mr. Henderson moved to adopt, seconded by Mr. Brown and the motion was carried 4-1, with Mr. Rivers and Mr. Douglas joining and Mr. Crumbley in dissent. The signed resolution in its entirety will be affixed to and made a part of the Book of Resolutions, Volume 1.

The final adoption of the total levy will be administered by a separate resolution once the millage rate as been determined and set by the Board of Education. It is noted for the record that the school millage rate determination was delayed by several weeks due to uncertainties on funding by the General Assembly due to the COVID 19 pandemic. At that time, the County will vote to levy the total millage rate for the County, Hospital Authority and School board for submission to the State.

Mr. Henderson moved to adjourn the meeting, seconded by Mr. Crumbley with unanimous consent.
