Section 1: Public Hearing on Proposed Budget for Fiscal Year 2020
Item 2019-06-109 Instructions on Public Hearing
Chairman Rivers brought the June 20, 2019 meeting to order at 5:32 PM and called on County Administrator Steve Layson to read the instructions for the public hearing on the proposed FY2020 County Budget of $20,133,824.47 and turned the presentation over to Rhonda Blissit to give the budget message.
Item 2019-06-110 Annual Budget Message
Chief Financial Officer Rhonda Blissit gave the annual budget message and highlighted the changes in revenues and expenditures.
Item 2019-06-111 Public Hearing on 2019 Millage Rate
The Chairman opened the Public Hearing. David Massey of Jenkinsburg spoke during the portion reserved for citizens speaking against the budget. Zero citizens spoke in favor of the budget. Chairman Rivers then closed the public hearing.
Commissioner Brown requested the floor and highlighted that while the budget expenditures had risen, that revenue from other sources than property tax had also risen, such as the landfill. Chairman Rivers took the opportunity to thank the Administration Staff and Department Heads for all of the hard work done on the budget this year and that he hoped the Board’s appreciation was shown in the enhanced retirement benefits and health insurance premiums to employees remaining flat.
During the Chairman’s comments, Chairman Rivers admonished Jenkinsburg resident David Massey again to refrain from further disruptions of the Commission meeting and that any further outbursts from him would result in expulsion from BOC meetings. This is the third warning given to Mr. Massey, who was talking from the floor without being recognized, loudly enough to be heard and observed from the bench.
Item 2019-06-112 Adjournment Motion
Mr. Brown moved to adjourn the meeting, seconded by Mr. Henderson with unanimous consent. The Chairman notified the public that the next hearing would begin at 6:00 PM and adjourned at 5:45 PM.
Section 2: Public Hearing (2nd) on Proposed Millage Rate for 2019
Item 2019-06-113 Instructions on Public Hearing
Chairman Rivers brought the June 20, 2019 meeting to order at 6:00 PM and called on County Administrator Steve Layson to read the instructions for the second public hearing on the proposed 2019 millage rate of 12.209 mils. It was noted that this was the same millage rate as approved in 2018 and 2017. He then recommended that the Chairman open the workshop.
Item 2019-06-114 Public Hearing on 2019 Millage Rate
The Chairman opened the Public Hearing. Zero citizens spoke in favor of the millage rate. Three citizens rose to speak against the millage rate and due to the rules of public hearings currently in effect and hearing no motion to suspend the rules that allow a total of 10 minutes, each speaker’s time was divided by 3 for a total of 3 minutes and 33 seconds per speaker.
Steve Gafford, Ray Bennett and David Massey spoke against the millage rate, although Gafford and Bennett were presenting from the standpoint of their assessments being changed and concerns about that. The Chairman explained that the assessments were not under the control of the Board of Commissioners and that there were processes to go through if a citizen wished to appeal their assessments. At the conclusion of time, the Chairman then closed the public hearing.
Chairman Rivers noted in his comments that the county millage rate is the lowest that it has been since 1993. He also called attention to the fact that the county millage is lower than all six surrounding counties in 2019.
Item 2019-06-115 Adjournment Motion
Mr. Brown moved to adjourn the meeting, seconded by Mr. Henderson with unanimous consent.
