MINUTES OF THE BOARD FOR FEBRUARY 11, 2019

Section 1: Workshop

Chairman Rivers brought the February 11, 2019 workshop to order at 5:00 PM. The commissioners then heard presentations on the following items:

  • A discussion and presentation on reconstituting the Southern Arc Bypass by Mr. Bill Jones of Partners for Smart Growth, as well as an update on other state highway programs by Adam Smith of the Georgia Department of Transportation.
  • A discussion on the completion of Old Jackson Road and Highway 16 road project by Development Authority Director Bob White.
  • A request from Steve Rowley of Liberty Development to consider abandoning a portion of Wallace Road south of Highway 16 to allow for continued development of their distribution centers and related infrastructure.
  • A discussion on approving the final concept plan for the addition of a new east wing to the Administration Building and rehabilitation of the existing west wing to allow for the placement of all courts in what will become the future Judicial-Administration Building.
  • A brief discussion on the Commissioner retirement benefit plan.

The workshop adjourned at 6:08 PM. The regular meeting was called to order at 6:15 PM and opened with the Invocation and Pledge of Allegiance.

Section 2: Regular Session: Preliminaries and Recognitions

Item 2019-02-027: Adoption of the Docket with Changes (1)

Status: Passage with unanimous consent, 5-0.

Item 2019-02-028: Approval of January Minutes
Motion to Approve: Brown

Status: Passage with unanimous consent, 5-0.

Item 2019-02-029: Proclamation Recognizing Butts County Magistrate Court
Deputy County Administrator Michael Brewer read a proclamation recognizing the Magistrate Court of Butts County. Following the reading, the proclamation was approved upon a motion by Mr. Brown, seconded by Mr. Crumbley with unanimous consent.

Item 2019-02-30: Proclamation Recognizing Russ Crumbley as 2018 Chairman of the Board
Mr. Brewer read a proclamation recognizing Commissioner Russ Crumbley for his excellent service as Chairman in 2018. Following the reading, the proclamation was approved with unanimous consent upon a motion by Mr. Brown, seconded by Mr. Henderson with Mr. Crumbley abstaining.

Item 2019-02-031: Initiate Process to Abandon a Portion of Wallace Road
Upon a motion by Mr. Brown and seconded by Mr. Douglas, the board voted with unanimous consent to begin the process of abandoning a portion of Wallace Road. The section to be abandoned would be south of Highway 16 W. and the remaining portion of the road would be improved to continue allowing citizen access to properties in that area. The remaining southern portion would be renamed to Russell Cochran Road while the road north of Highway 16 west would remain Wallace Road.

Item 2019-02-032: Approval of Funding for the IDA/Old Jackson Road Improvement Project
Upon a motion by Mr. Douglas and seconded by Mr. Henderson, the board voted with unanimous consent to fund the remainder of the Old Jackson Road and Highway 16 W. improvement project with approved funds for this project.

Item 2019-02-033: Approval of System Upgrade with Spillman for E-911
Director Sonia Sands presented for approval a system upgrade contract with Spillman in the amount of $36,000.00 to be paid from the E-911 budget. Upon a motion by Mr. Douglas and seconded by Mr. Henderson, the board approved this with unanimous consent.

Item 2019-02-034: Approval of Judicial Annex Programming and Use of SPLOST Funding
County Administrator Steve Layson presented the Board with the proposed concept programming for the addition onto the Administration Building that would allow court services to relocate from downtown Jackson to the current site at 625 W. Third Street. Under the concept plan, a new administration wing would be constructed on the eastern side of the existing administration building, on the vacant lot adjacent to the current structure. Upon completion of the new administration wing, all existing services in the current west wing would be relocated to the new east wing, allowing the vacant west wing to be re-configured for court and judicial services. Once the reconfiguration is completed, the following courts would then move into the administration building complex: Probate, Magistrate, Juvenile, Superior, Superior Court Clerk and Public Defender. This proposal was the unanimous recommendation of the building committee, which would allow all major county services to be under one roof and in the same location. Funding for the project, at $5.8 million dollars would include $4 million dollars of Bonded 2019 SPLOST funds and $1.8 million dollars of regular SPLOST funds designated for rehabilitation projects. Upon hearing the recommendation, Mr. Brown made a motion to approve all of the aforementioned, seconded by Mr. Douglas and approved with unanimous consent of the Board.

Item 2019-02-035: Declaring of Surplus Property
Mr. Douglas made a motion to declare a county owned piece of property at 1785 Highway 16 East as surplus property and suitable for disposal by the County under approved processes, seconded by Mr. Henderson with unanimous consent.

Item 2019-02-036: Civil War Heritage Trail Project
Mr. Layson made a request of the board that they authorize the continuation of this project, which has been ongoing in Butts County, for the placement of an informational kiosk and vehicle pull off at Highway 16 East and the Ocmulgee River Bridge. Mr. Douglas moved to approve this project, seconded by Mr. Brown with unanimous consent.

Item 2019-02-037: Reappointments to West Georgia EMS Council
Mr. Brewer requested that the board consider reappointing Mike Wilson and Randy Prince to the West Georgia EMS Council for an additional one-year term. Mr. Crumbley made a motion to reappoint both individuals, seconded by Mr. Brown with unanimous consent.

Item 2019-02-038: Appointment to the Butts County Planning and Zoning Commission
Mr. Brewer notified the commission members that due to the resignation of Clint Crowe from the Planning and Zoning Commission, that a vacancy now existed, and he presented a list of candidates who had applied for the position. Mr. Brown made a motion to appoint Terry Duffey to fulfill the reminder of the term of Mr. Crowe, seconded by Mr. Crumbley with unanimous consent.

Item 2019-02-039: County Resolution CR201907 Amending the Code of Butts County
Mr. Brewer read a resolution that would amend the code of the county in sections pertaining to the budget and the processes of budget. The existing code has several inconsistent passages, including language that is out of date and impossible to follow under existing laws and it requires a number of text amendments to correct. Upon a motion by Mr. Douglas and seconded by Mr. Crumbley, the board voted with unanimous consent to advertise the corrected text amendments to the county code and to provide for the passage of this resolution and amendments to the Official Code of Butts County at the March 2019 meeting.

Item 2019-02-040: Finance Officer’s Report
Chief Financial Officer Rhonda Blissit gave the Board the monthly report on finances.

Item 2019-02-041: County Administrator’s Report
Mr. Layson gave the monthly report of information to the Board with no action required.

Item 2019-02-042: Adjournment
With no need to go into Executive Session, Mr. Brown moved to adjourn the meeting, seconded by Mr. Douglas with unanimous consent, 5-0.
