The Rules of Procedure for Public Hearings on Zoning Matters Before the Board of Commissioners

The purpose of our public hearings for tonight is to hear the recommendations of the Zoning and Planning Commission and to take public input on those recommendations. Once the Chairman has opened the public hearing, all persons wishing to speak in favor of the recommendations by the Zoning and Planning Commission on the particular matter being heard will be polled. Hearings before the Commission allows for ten total minutes to hear arguments in favor of a zoning recommendation. If more than one person wishes to speak in favor of a recommendation, the 10 minutes will be divided by the number of people wishing to speak in favor of. If multiple people wish to speak, it is recommended that a spokesperson be selected to allow the best use of the available time. Those speaking may only speak to the topic being considered for action.

Likewise, once those wishing to speak in favor of the zoning recommendations are concluded, the Chairman will then poll those wishing to speak against the zoning recommendations and the same procedure will follow as before, with a total of up to 10 minutes granted for opposing arguments. Upon the expiration of all time, the Chairman will close the public hearing and take any comments from the bench. Once the board has had the opportunity to make comments or to not make any comments, the Chairman will then call for a vote with the option to approve the recommendation or approve with conditions, to deny the recommendation or to table a decision if the board determines more information is needed to arrive at a final decision.
