MINUTES OF A CALLED MEETING
JULY 6, 2017 AT 6:00 PM

MINUTES
The Board convened with the aforementioned members present and Chairman Henderson then called the Special Called Meeting to order at 6:00 PM. He welcomed all present. He then asked Commissioner Crumbley to give the invocation, followed by the pledge of allegiance.

Item 2017-07-109: Adoption of the 2017 M & O Millage Rate for Butts County
Commissioner Crumbley made a motion to set the 2017 Millage Rate for Butts County M & O at 12.209 mils, which is a reduction in the millage rate by one half of a mil, seconded by Commissioner Brown. The Board then voted with Commissioners Brown and Crumbley in agreement and Commissioner Douglas and Henderson in dissent. The motion thus failed 2-2.

Following discussion by the Board and staff, Commissioner Brown then made a motion to set the 2017 Millage Rate for Butts County M & O at 12.209 mils, seconded by Commissioner Crumbley. The Board then voted 3-1 in favor, with Commissioner Douglas voting in dissent. The motion passed 3-1 and the millage rate of 12.209 mils was thus adopted.

Item 2017-07-110: Adoption of combined County, School District and Hospital Millage Rate for Butts County. The Tax Commissioner notified the Board that the combined millage rate would be 30.973, which reflected the County mil rate at 12.209, the School Board mil rate at 17.764 and the Hospital Authority at 1.00 mil. This would be a decrease from the previous year’s total millage rate of 31.773 mils. Commissioner Brown made a motion to approve the total millage rate, seconded by Commissioner Crumbley. The Board then voted 3-1 in favor, with Commissioner Douglas voting in dissent. The motion passed 3-1 and the millage rate of 30.973 mils was thus adopted.

Item 2017-07-111: A motion was then placed on the table to authorize the Chairman and Staff to execute and sign any documents associated with the millage rate. Upon a motion by Commissioner Brown and seconded by Commissioner Crumbley, the motion passed 3-1, with Commissioner Douglas voting in dissent.

Item 2017-07-112: Adjournment Motion: Upon a motion by Commissioner Brown, seconded by Commissioner Crumbley, the Board adjourned the meeting with a unanimous vote.
