Meeting Minutes
September 10th, 2012

Opening:

The regular meeting of the Butts County Board of Commissioners was called to order at 5:00 PM on September 10th, 2012 in the C. Wayne King Auditorium, Jackson Georgia by Chairman Roger D. McDaniel.

Workshop – (1) Bill Darrington, with Honeywell discussed doing a comprehensive study of county facilities and to provide ways in which Honeywell can lower operational costs on buildings. (2) Jim Herbert presented a space needs proposal to the board for discussion and workshop purposes.  (3) Kip Washington discussed a Road Treatment Program whereby the County would pay a fee and the company in question would perform a spray treatment od the ROW along county maintained dirt roads (only) to retard the growth of vegetation along those shoulders.  This would likely cut down on the number of cuttings that have to be performed each year by the public works department, saving the cost of equipment, gasoline and manpower.

 

Chairman asked for a vote to adjourn the workshop, Hodges motioned, seconded by Douglas with a 5-0 vote recorded.

 

Hodges motioned to enter into executive session for personnel matters, potential litigation/litigation and real estate, seconded by Henderson with a 5-0 vote recorded.  Patterson motioned to reconvene, seconded by Douglas with a 5-0 vote recorded.

B.        Approval of Minutes

Item 2012-09-099       Approval June 2012 Minutes, Patterson motioned to agree, seconded by Hodges with 5-0 vote recorded.

Five-Star Employee Program awarded to Kenny Sims, Parks and Recreation Department by Gator Hodges.

Special Recognition: the Rec Force Tumbling Team on their accomplishments of our 2012 AAU Junior Olympic Tumbling Medalists.  The All-Star Baseball Team who went undefeated in the state tournament.  This will be the Georgia AABC 14 and Under Division II Baseball State Champions for 2012..

Doug Manning introduced Jimmy Vance as Butts County’s new Code Enforcement Officer.

Item 2012-09-100       Proclamation for Sergeant Kendra Piper-Coleman; an Afghanistan war veteran who lost her leg during an insurgent attack nearly two years ago who is back on her feet and helping other wounded veterans.  Henderson motioned to approve, seconded by Hodges with a 5-0 vote recorded.  State Representative, Susan Holmes also made a special recognition.

C.        Old Business

Item 2012-08-096       Amendments to the Intergovernmental Service Agreements between Butts County and the municipalities; Hodges motioned to approve, seconded by Douglas with a 5-0 vote recorded.

Item 2012-08-094       Second Reading – Amendments to the Butts County Zoning Ordinance; Hodges motioned for approval, seconded by Henderson with a 5-0 vote recorded.

Item 2012-08-095       Second Reading – Adoption of Community Development Fee Schedule; Douglas motioned to approve, seconded by Hodges with a 4-1 vote recorded with Patterson opposed.

 

D.        New Business

Item 2012-09-101       Reappointment of Mack Davis to the DFCS; Henderson motioned to reappoint Mack Davis, seconded by Hodges with a 5-0 vote recorded.

Item 2012-09-102       Environmental Facilities Agreement; Patterson motioned to approves, seconded by Douglas with a 4-0-1 vote recorded with Hodges abstaining.

Item 2012-09-103       Public Hearing; Alcohol license request for 4 Star BP, LLC for package sales; Business owner Abraham Kalathil and partner Sajan Paul Chirayil.  Patterson motioned to approve, seconded by Douglas pending approval from the S.A.V.E. program with a 4-0-1 vote with Henderson abstaining.

Item 2012-09-103A    Public Hearing; Alcohol license request for J.B.’s Grill for Beer/Wine Sales; Business owner Robert A. Hinkle II.  Patterson motioned to approve, seconded by Douglas pending approval from the S.A.V.E. program with a 4-0-1 vote with Henderson abstaining.

Item 2012-09-104       Request for Technical Assistance with Honeywell, Douglas motioned to approve, seconded by Patterson with a 5-0 vote recorded.

Item 2012-09-105       Contract – Vendor Agreement on obtaining engineering services;  No action taken, to be discuss in executive session.

Item 2012-09-106       Road Treatment Program;  Hodges motioned to approve, seconded by Henderson with a 5-0 vote recorded.

Item 2012-09-107       Commission Approval – October Meeting date changes; Patterson motioned to change the meeting date to October 15, 2012 due to conflict with holiday; Seconded by Douglas with a 5-0 vote recorded.

Item 2012-09-108       Ralph Watson presented to the board various items with the Chamber of Commerce.

Item 2012-09-109       IDA joint grant; Patterson motioned to approve, seconded by Hodges with a 5-0 vote recorded.

Item 2012-09-110       Class action lawsuit; Hodges motioned to approve subject to counsel review, seconded by Patterson with a 5-0 vote recorded.

Interim County Administrator Report; to inform the board that representative of Sen Isaacson’s office will be here from 10:00 until noon to hear concerns from any citizens who wish to come by.

Also, to remind the board that we will be holding a joint workshop on the 15th with the cities of Jackson, Jenkinsburg and Flovilla to discuss the energy tax abatement that was passed by the legislature.  We also will be hearing a special presentation by Mr. John Carter of May and Carter Oil Company.

We will be planning a grand opening and ribbon cutting ceremony in October for the new Butts County Senior Center that will be relocating in the next few weeks.

The need to return to executive session for pending litigation/litigation was asked; Hodges motioned to enter, seconded by Patterson with a 5-0 vote recorded. Hodges motioned to reconvene, seconded by Douglas with 5-0 vote recorded
