FEBRUARY 13, 2017-UNAPPROVED UNTIL RATIFIED

MINUTES
Prior to the Regular Meeting of the Board of Commissioners, the Board participated in a workshop to receive information on the following county or community initiatives:

• ESPLOST
• Update to Personnel Ordinance
• Update from the Transportation Board
• Update to the Animal Control Ordinance
• Briefing on Public Hearings scheduled for the Regular Meeting

Following the conclusion of the workshop, Chairman Henderson concluded the meeting.

Chairman Henderson then called the February 2017 meeting to order and welcomed all present. He then asked Commissioner Crumbley to give the invocation, followed by the pledge of allegiance.

Item 2017-02-017: Approval of Docket
Commissioner Rivers asked for an item to be added to the docket regarding increasing the fines for tractor trailers that use county roads illegally or as a cut-through. Mr. Brewer added this as item 27 and moved the remainder of the agenda up. Upon a motion by Commissioner Douglas, seconded by Commissioner Brown, the docket was approved with unanimous consent and the docket numbers were adjusted accordingly.

Item 2017-02-018: Approval of the January 2017 Minutes
Upon a motion by Commissioner Douglas and seconded by Commissioner Brown, the board approved the January minutes with unanimous consent.

Item 2017-02-019: Approval of a Proclamation for Israel Temple CME Church’s 150th Anniversary
Mr. Brewer read the proclamation and upon a motion by Commissioner Douglas and seconded by Commissioner Crumbley, it was approved with unanimous consent.

Item 2017-02-020: Public Comment- NONE

Item 2017-02-021: Public Hearing to Adopt Amendments to the Uniform Development Ordinance
A public hearing was convened with David Massey speaking up to the 3 minute time limit. The public meeting was then closed and upon a motion by Commissioner Douglas and second by Commissioner Brown, the Amendments were passed.

Item 2017-02-022: Public Hearing to Adopt updates to the Capital Improvements Element of the Comp Plan
A public hearing was convened with no one speaking for or against. The public meeting was then closed and upon a motion by Commissioner Douglas and second by Commissioner Brown, the CIE updates were passed.

Item 2017-02-023: Public Hearing to Adopt Annual Updates to the Short Term Work Program
A public hearing was convened with no one speaking for or against. The public meeting was then closed and upon a motion by Commissioner Douglas and second by Commissioner Brown, the updates were passed.

Item 2017-02-024: Public Hearing to Adopt the 2017-2037 Comprehensive Plan of Butts County
A public hearing was convened with no one speaking for or against. The public meeting was then closed and upon a motion by Commissioner Douglas and second by Commissioner Brown, the plan was passed.

Item 2017-02-025: Approval to Postpone the Service Delivery Act
Dr. Moffett requested that the board approve documentation from the regional commission that would then be communicated to the state department of community affairs to postpone the service delivery strategy update until October 31, 2017. Upon a motion by Commissioner Brown and seconded by Commissioner Douglas, the motion passed with unanimous consent.

Item 2017-02-026: Reappropriation of SPLOST Funds in 2012 SPLOST
Ms. Barkley presented a request the board to reappropriate $60,000 included within the special purpose local option sales tax for 2012 that would no longer be required for its original purpose over to the leisure services area to pay for repairs to a concession building. Upon a motion by Commissioner Brown and seconded by Commissioner Douglas the request was approved unanimously.

Item 2017-02-027: Authorization for County Attorney to draft ordinance on heavy truck use of county roads
Upon a motion by Commissioner Rivers and seconded by Commissioner Douglas, the board authorized the county attorney to begin drafting an ordinance update to address heavy trucks using county roads illegally. The motion passed with unanimous consent.

Item 2017-02-028: Consent Agenda
Upon a motion by Commissioner Brown and seconded by Commissioner Douglas the board voted with unanimous consent to approve the consent agenda which included purchases for the fire department from the 2012 special purpose local option sales tax.

Information Item: the county attorney Mike O’Quinn gave the board and the public an update on two recent matters of litigation concerning the closure of a mobile home park under a consent order by the court and the demolition of two dilapidated houses. He commended Scott Thurston for his actions to resolve these matters.

Item 2017-02-029: Executive Session for Personnel, Potential Litigation and Real Estate
Upon a motion by Commissioner Douglas and seconded by Commissioner Rivers, the board voted with unanimous consent to enter into executive session for the aforementioned purposes. Following Executive Session, the Board reconvened upon a motion by Commissioner Douglas and seconded by Commissioner Crumbley.

Item 2017-02-030: Attorney Summary
Mr. O’Quinn gave a summary of executive session to the public.

Item 2017-02-031: Adjournment Motion
Upon a motion by Commissioner Douglas and seconded by Commissioner Brown the meeting was adjourned with unanimous consent.

These minutes are unratified at this time. They will be ratified on the 13th day of March, 2017
