Meeting Minutes
December 10th, 2012

Opening:

The regular meeting of the Butts County Board of Commissioners was called to order at 6:00 PM on December 10th, 2012 in the C. Wayne King Auditorium, Jackson Georgia by Chairman Roger D. McDaniel.

Workshop began at 6:00 pm – (1) Richard Milam, District Attorney, addressed the board regarding the 2012 Victim of Crime Act (VOCA) grant.

(2) Hodges brought up discussion on Butts 2050 that the chamber of commerce is kicking off.  (3) Manning had discussion for a retreat; for economic growth for Butts County and asked for it to be addressed mid-January or February.

Chairman asked for a vote to adjourn the workshop, Hodges motioned, seconded by Douglas with a 5-0 vote recorded.

Douglas motioned to enter into executive session for real estate, personnel matters and potential litigation/litigation, seconded by Hodges with a 5-0 vote recorded.  Chairman asked for a motion to adjourn Hodges motioned, seconded by Douglas with a 5-0 vote recorded.

Approval of Docket

Item 2012-12-130       Mr. Brewer added item number 132A Approval Towalgia Judicial Circuit grant; Henderson motioned to approve, seconded by Patterson with 5-0 vote recorded.

Approval of Minutes

Item 2012-12-131       Approval November 2012 Minutes, Douglas motioned to approve, seconded by Henderson with 5-0 vote recorded.

Five-Star Employee; Marty Long from Henderson and Kip Washington by Hodges

Employee Recognition; Tommy Ingram was selected as deputy coroner of the year by the state of Georgia, as Ralph Wilson was selected as coroner of the year last year.

New Business

 

Item 2012-12-132       Approval 2013 Calendar/Holiday Schedule; to remove Columbus Day and replace with Veterans Day and the November meeting to be moved to the third Monday of the moth.  Hodges motioned to approve, seconded by Henderson with a 5-0 vote recorded.

Item 2012-12-132A    Approval of the Towalgia grant, criminal justice application for the district attorney; Patterson motioned to approve, seconded by Hodges with a 5-0 vote recorded.

Item 2012-12-133       Board Appointments/Zoning Board of Appeals; to reappoint Daisy Askin and Connie Lamb.  Henderson motioned to approve, seconded by Hodges with a 5-0 voted recorded.

Item 2012-12-134       Annual report – Code Enforcement/Animal Control; Manning presented a power point presentation to the board on the statistics from the year 2012. .

Item 2012-12-135       Commercial Rental Rate – DFCS building; Mr. Manning’s recommendation is to approve the department’s request for the approval of the recommended commercial rental rate of 6,285.00, effective August 1, 2012.  Also, to approve that an annual review of succeeding year rental rates prior to the commencement of succeeding annual rental periods be performed by the department and the county’s Tax Assessors office and the findings to be presented to the Board of Commissioners.  Douglas motioned to approve, seconded by Hodges with a 5-0 vote recorded.

Item 2012-12-136       Postpone Effective Date – Occupational Tax;   Patterson motioned to postpone indefinitely for further review, due to confusion to the citizens of Butts County and a possible town hall meeting, seconded by Hodges with a 5-0 vote recorded.

Item 2012-12-137       Jimmy Moore to address board regarding the previous item

Item 2012-12-138       Permission to circulate RFP for Landscaping, Pest Control and Janitorial; Patterson motioned to approve, seconded by Douglas with a 4-0, Henderson absent for vote.

County Administrator Report; Auditor, annual report is filing an extension due to other auditing issues in other offices, will be brought up in January 2013.

No public comment

Chairman asked for a motion to enter into executive session,  Hodges motioned to enter into executive session for potential litigation and real estate, seconded by Patterson with a 4-0 vote recorded.
