MINUTES

A regular meeting of the Butts County Board of Commissioners was held on December 12, 2016 at 6PM. Chairman Douglas called the meeting to order; Reverend Ed Hoard delivered the Invocation and led the Pledge of Allegiance.

Item 2016-12-227: Approval of Docket
Upon a motion by Commissioner McDaniel, Seconded by Commissioner Henderson, the docket was approved with unanimous concurrence, with Pending Litigation to be added to the Executive Session.

Item 2016-12-228: Approval of Minutes
Upon a motion by Commissioner Hodges, Seconded by Commissioner McDaniel, the minutes from November were approved with unanimous concurrence.

Item 2016-12-229: Public Comment.
David Massey of Jenkinsburg addressed the Board on an annexation by the City of Jenkinsburg.

Item 2016-12-230: Reappointments to the Butts County Development Authority.
Upon three separate motions by Commissioner McDaniel, Seconded by Commissioner Hodges, the following individuals were separately appointed, each with unanimous concurrence:

-Alicia Washington
-Charles Lawson
-Bart White

Item 2016-12-231: Reappointments to the Butts County Industrial Development Authority.
Upon three separate motions by Commissioner McDaniel, Seconded by Commissioner Henderson, the following individuals were separately appointed, each with unanimous concurrence:

-Alicia Washington
-Charles Lawson
-Bart White

Item 2016-12-232: Reappointment to the Three Rivers Regional Commission.
Upon a motion by Commissioner McDaniel, seconded by Commissioner Henderson, the following individual was reappointed with unanimous concurrence:

-Clair Jones

Item 2016-12-233: Appointments & Reappointments to the Board of Assessors of Butts County.
Upon a motion by Commissioner Henderson, seconded by Commissioner Brown, the following individual was reappointed with unanimous concurrence:

-Ellen Brewer

Upon a motion by Commissioner Henderson, seconded by Commissioner Brown, the following individual was newly appointed with unanimous concurrence:

-Valencia White Jordan

Upon a motion by Commissioner Henderson, seconded by Commissioner McDaniel, the following individual was newly appointed, with Commissioners Douglas and Hodges in concurrence and Commissioner Brown abstaining.

2016-12-234: Reappointments to the Butts County Board of Zoning Appeals
Upon a motion by Commissioner McDaniel, seconded by Commissioner Henderson, the following individuals were reappointed with unanimous concurrence:

-Daisy Askin
-Amie Maddox

2016-12-235: Reappointment to the Butts County Transportation Board
Upon a motion by Commissioner McDaniel, seconded by Commissioner Henderson, the following individual was reappointed with unanimous concurrence:

-John Fisher

2016-12-236: Discussion of an ordinance to regulate mailboxes on County roads.
The County Attorney will further review this with staff, who will study this and bring recommendations as soon as possible.

2016-12-237: Discussion and Possible Action on Closure of Old Springs Road.
This matter was discussed for safety issues. The Transportation Board, County Engineer and County Attorney will further review this and bring recommendations as soon as possible.

2016-12-238: Approval of the 2017 County Holiday Schedule
Upon a motion by Commissioner Brown, seconded by Commissioner Henderson, the schedule of holidays for 2017 was passed with unanimous concurrence. The holiday schedule will mirror the state holiday schedule set for 2017.

2016-12-239: Approval of Letter of Support to One Georgia for “Project Box” in Newton County.
Upon a motion by Commissioner Hodges, seconded by Commissioner McDaniel, this item was passed with unanimous concurrence.

2016-12-240: Public Hearing on zoning case # 12(01)-2016, Gigi Leverette Hoard, Rezoning. Upon the convening of a public hearing, where two citizens spoke in favor of the rezoning and none spoke in dissent, a motion was made by Commissioner Hodges, seconded by Commissioner Brown to rezone the property, passed with unanimous concurrence.

2016-12-241: Public Hearing on zoning case # 12(02)-2016, Gigi Leverette Hoard, Special Use. Upon the convening of a public hearing, where no one spoke in favor or dissent, a motion was made by Commissioner Brown, seconded by Commissioner Hodges to grant a Special Use, passed with unanimous concurrence.

2016-12-242: Recognition of Outgoing Commissioners
Dr. Moffett recognized outgoing Commissioners Roger McDaniel and Gator Hodges, who elected not to run for reelection and are completing their second terms in office. Both Commissioners have served a total of 8 years each. Both Mr. McDaniel and Mr. Hodges gave statements to those in attendance, chronicling their years in office and outlining accomplishments by the County.

2016-12-243: Resolution Honoring Ella Allen
Mr. Brewer requested that the board approve a resolution honoring Ella Allen on her retirement from McIntosh Trail Early Childhood Development Council. Upon a motion by Commissioner Henderson and seconded by Commissioner Brown, the resolution was passed with unanimous concurrence.

2016-12-244: Executive Session for Real Estate, Personnel and Potential Litigation
Upon in motion by Commissioner McDaniel and seconded by Commissioner Henderson, the board voted with unanimous consent to go into executive session. Upon conclusion, a motion was made by Commissioner Henderson and seconded by Commissioner McDaniel to reconvene with unanimous consent.

2016-12-245: Executive Session Summary
County Attorney Mike O’Quinn gave a summary of the topics discussed in executive session, which included a potential real estate transaction, a personnel matter concerning the recently vacated position of County Clerk, and a potential litigation matter concerning a code enforcement issue.

2016-12-246: Adjournment
Upon a motion by Commissioner Brown and seconded by Commissioner McDaniel, the board voted with unanimous consent to adjourn the meeting.
