Mr. Brewer is currently serving as the Interim County Administrator of the Butts County government, working in the Board of Commissioners Office. His regular position is that of Deputy County Administrator. This position combines several roles and responsibilities that are integrated into the Administration Department of the County. In addition to serving as the Deputy Chief of Staff, the position is responsible for the management of Human Resources, County Operations, Public Affairs, Legislative Coordination and Public Safety. He also provides administrative and managerial support and expertise to the County Administrator and the Board of Commissioners, overseeing special projects, policy development, conducting research and troubleshooting problem areas. He assumes the duties of the County Administrator in his absence.
In the area of Human Resources, he directly manages and updates the County’s Merit System of Employment which includes the Personnel Policies, Position Classification Plan, Job Descriptions, Compensation Plan, Workforce Development, hiring practices and the wage and hour plan. He also oversees the employee discipline and appeals processes for Merit System Employees.
In the area of Public Affairs, he is the principal media point of contact for the Commissioners Office and is tasked with the outreach of the Office in providing accurate and timely information to thep public. The Public Affairs Officer advises department heads, the County Administrator and the Board of Commissioners on all aspects of media relations and communications issues and also coordinates constituent services, public affairs, legislative updates and multimedia support. He also serves as the local Camera Ready Community liaison to the State of Georgia’s Film Industry. Related duties include both traditional and digital marketing, website management, computer network management and community outreach. He also serves as the liaison between ACCG, the Board of Commissioners and the county’s legislative delegation. He tracks and monitors legislation and notifies the board of updates and communicates the county’s position to legislators and the Association of County Commissioners.
In the area of Public Safety, he coordinates all aspects of public safety that are under the direct jurisdiction of the Board of Commissioners. In this role, he supervises the Directors of E-911, Fire/EMS and Homeland Security/EMA.
Background
He began his service with Butts County in 1984 when he joined the local volunteer fire department, serving as a volunteer from 1984 to 1998 and rising from firefighter to the rank of Captain during that period. In 1986, he became an employee of Butts County as an Emergency Medical Technician and has been continuously employed by Butts County ever since. During his tenure with with Butts County, he also worked concurrently with the City of Jackson for over five years and Spalding County for over four years. He has served as either assistant program manager or program manager on several construction and capital expansion programs that were initiated by the County including the County Administration Facility, Southern Crescent Technical College’s local campus and the Butts County Jail Expansion.
He holds over 30 professional & management certifications in government, public safety, human resources and management, including his Financial Management Certificate from the University of Georgia, a seven module course of study.
In addition to his employment with Butts County, Mr. Brewer owns a managing consulting firm that specializes in digital marketing services and local government practice.

Mr. Brewer has been the recipient of numerous awards for professional accomplishment and community service. In 1998, he was honored as the first E-911 Director in the State of Georgia to receive the Governor’s Public Safety Award from then-Governor Zell Miller for Outstanding Contributions to the Profession, the state’s highest honor for public safety officials. In 2005, he received both the Butts County Chamber of Commerce Shining Light Award and the Citizen of the Year award from the National Society of the Daughters of the American Revolution for his for fundraising efforts and advocacy to bring the local Southern Crescent Technical College campus to Butts County. The next year, he was recognized by the Board of Commissioners for Twenty Years of Distinguished Service. He is currently the only person to have been twice named as Butts County Citizen of the Year by the Chamber of Commerce, in 2008 and again in 2012. He also holds twelve community service awards from United Way, Rotary International, the Chamber of Commerce and Lions International, as well as distinguished service awards from the Georgia Technical College Directors Association and the Georgia Association of Terminal Agency Coordinators. He is a graduate of Leadership Butts County (1995) and the Georgia Academy for Economic Development (2011) and received a Recognition Award from the Bishop of the North Georgia Methodist Conference for completing the Leadership UMC program (2008).

Mr. Brewer is a Trustee and Lay Speaker with the Jackson United Methodist Church where he has been a member all of his life. He has served as Church Worship Leader since 1996 and is a Lay Speaker and Member of the Board of Ordained Ministry of the Griffin District. He holds ministerial ordination from the Universal Life Church. He enjoys writing about life in Butts County, politics and other areas of interest. He is a seventh generation resident of Butts County and he resides in Jackson with his wife Lara and their son.
